浅谈行政决策中的公众参与

【摘要】：公众参与行政决策是人民当家作主的重要体现,同时公众参与行政决策对决策的可行性、科学性、有效性有着重要的监督和促进作用。近年来,我国关于公众参与的法律法规逐步完善,行政公开透明工作稳步推进,但还存在着公众参与度不高、参与方式"形式化"严重、意见未得到应有的尊重和反馈、权利保障制度欠缺等现象,这都表明公众参与行政决策的有效性亟待提高。我们通过对现有公众参与行政决策机制的综合分析,就完善我国公众参与行政决策机制提出一些建议。
[Abstract]:Public participation in administrative decision-making is an important embodiment of the people being the master of their own country. Meanwhile, public participation in administrative decision-making plays an important role in supervising and promoting the feasibility, scientific nature and effectiveness of decision-making. In recent years, the laws and regulations on public participation in our country have been gradually improved, and the work of administrative openness and transparency has been advancing steadily. However, there is still a low degree of public participation, a "formalized" mode of participation, and opinions have not received due respect and feedback. The lack of rights protection system indicates that the effectiveness of public participation in administrative decision-making needs to be improved. Through the comprehensive analysis of the existing mechanism of public participation in administrative decision-making, we put forward some suggestions for perfecting the mechanism of public participation in administrative decision-making in our country.
