【摘要】：正对当前土地法改革问题,我想从土地法学角度谈几点看法。对土地立法的改革思考在新中国的土地立法进程中,有三部土地法律具有里程碑的意义。第一部是新中国成立初期,1950年实施的《土地改革法》,它解决了新中国土地所有制变革问题,为我国土地制度的建立奠定了宪法基础。第二部是改革开放后,1986年通过的《土地管理法》,它确立了现有土地管理的基本制度,确定了土地登记制度、城乡地政统一管理制度、建设用地管理制度、法律责任等。以这部法律为基础,基本
[Abstract]:On the issue of the current land law reform, I want to discuss some views from the angle of land law. On the reform of land legislation, three land laws have milestone significance in the process of land legislation in New China. The first is the land reform law in the early period of the founding of new China and the land reform law in 1950, which solved the change of land ownership in New China. The problem of leather has laid the constitutional foundation for the establishment of the land system in China. The second part was the land management law adopted in 1986 after the reform and opening up. It established the basic system of the existing land management, established the land registration system, the unified management system of urban and rural land administration, the construction land management system, the legal responsibility, and so on.
