内蒙古鄂尔多斯市东胜区城管综合执法改革研究

【摘要】：对一个城市来说,未来的发展与居民的健康生活都离不开城市管理综合改革与执法工作的开展,城市管理工作的质量直接影响城市居民自身权益的维护。在鄂尔多斯市,近年来由于经济的发展速度不断提升,东胜区在重视城市经济进步的同时,也十分重视城市环境质量的提升。关于提高城市环境质量的工作,城市综合治理部门扮演重要的角色。本文以东胜区城管综合执法改革为例,就此问题进行了专门探讨。论文的正文主要分四部分:首先,论文梳理了城管综合执法的工作理念、城管执法与城市管理两者的差异,东胜区城管的发展脉络及其研究的理论基础。其次,论文分析了东胜区城管综合执法改革的现状,通过对改革的内容和举措的考察,总结概括了东胜区城管综合执法改革的成效。再次,论文就东胜区城管综合执法改革存在的问题及其原因进行了阐述。论文最后一部分就如何进一步完善东胜区改革城管综合执法工作,从健全城管法规建设、加强队伍建设、完善大城管联动协同机制、引导公众参与和社会自治、完善城管进社区机制、建立城管执法保障机制等角度,提出了相应的对策和建议。
[Abstract]:For a city, the future development and healthy life of residents can not be separated from the comprehensive reform of urban management and the development of law enforcement. The quality of urban management directly affects the maintenance of urban residents' own rights and interests. In recent years, due to the development of economy in Ordos, Dongsheng District attaches great importance to the improvement of urban environmental quality as well as the progress of urban economy. The department of urban comprehensive management plays an important role in improving the quality of urban environment. This paper takes the comprehensive law enforcement reform in Dongsheng District as an example to discuss this problem. The main body of the paper is divided into four parts: firstly, the thesis combs the working concept of urban management comprehensive law enforcement, the difference between urban management law enforcement and urban management, the development of Dongsheng district urban management and the theoretical basis of its research. Secondly, the paper analyzes the current situation of the comprehensive law enforcement reform in Dongsheng District, summarizes the effectiveness of the comprehensive law enforcement reform in Dongsheng District through the investigation of the content and measures of the reform. Thirdly, the paper expounds the problems and causes of comprehensive law enforcement reform in Dongsheng District. In the last part of the paper, how to further improve the comprehensive law enforcement work of urban management reform in Dongsheng District, from perfecting the construction of urban management laws and regulations, strengthening the construction of teams, perfecting the coordination mechanism of urban management, guiding public participation and social autonomy, is the last part of the paper. The corresponding countermeasures and suggestions are put forward from the angles of perfecting the mechanism of urban management into the community and establishing the mechanism of law enforcement of urban management.
