经济法视角下推进土地经营权流转的对策研究

【摘要】：正农业是国民经济的基础,"三农问题"历来是中国经济发展的重点和难点。自2004年以来,连续数年的中央一号文件都对农业问题紧密关注。近年来,随着工业化、城镇化进程的加快,农业发展的一些新问题集中在土地领域暴露出来,如农村适龄劳动力缺乏导致的土地撂荒严重,大量耕地资源闲置浪费;分散的细碎化经营模式给农业的规模化、现代化发展形成阻碍等。正是认识到这一问题的严重性,在2013年中国共产党十八届三中全会审议并通过的《中共中央关于全面深化改革若干重大
[Abstract]:Positive agriculture is the foundation of national economy, and the "three rural issues" have always been the focus and difficulty of China's economic development. Since 2004, the first document of the Central Committee has paid close attention to agricultural problems for several years. In recent years, with the acceleration of industrialization and urbanization, some new problems of agricultural development have been exposed in the field of land, such as the abandonment of land caused by the lack of labor force in rural areas, and the idle waste of a large number of cultivated land resources. The dispersive fine-crushing management mode gives the scale of agriculture, the modernization development forms the obstacle and so on. It is in recognition of the seriousness of the problem that the CPC Central Committee adopted and deliberated at the third Plenary session of the 18th CPC Central Committee in 2013.
