对《档案定义应体现法治理念》的异议

【摘要】：本文针对宋新婵、宋佳益两位同志的"档案定义应明确文件材料必须经过归档这一法定程序后方为档案"的观点及对"档案"定义的个性理解提出了异议,并从归档程序不是判定文件是否为档案的主要标准、是否对国家和社会具有保存价值是判定文件是否能转化为档案的关键、《档案法》不仅保护国家档案同时也保护私人档案这三个角度进行了剖析。
[Abstract]:In this paper, it is pointed out that the file definition of the two comrades in Song Xinyi and Song Jiyi should make clear that the document material must be filed after the procedure of filing this legal procedure, and then the file's view and the individual understanding of the definition of the file are put forward, and the archive procedure is not the main standard for judging whether the file is the file. Whether the preservation value of the country and society is the key to the determination of whether the document can be converted into the file is not only the protection of the national archives, but also the protection of the private archives.
