省直管县离散性问题探讨

【摘要】：“上有政策,下有对策”这一现象的普遍存在是本文提出“省直管县”离散性问题的根本缘由。“省直管县”体制改革本质上是一个地方政府治理结构的集权和分权问题,而其离散性问题是客观存在的,其实质就是集权体制向分权体制转型的必然现象。这里所说的集权是以保障国家稳定为前提,进而分权以提高地方政府的自主性。省直管县的离散性是政府管理中存在的必然现象。它包含四个方面的蕴涵：省直管县的宏观调控能力,省直管县的治理结构,省对县的权力下放和县级政府管理的自主能力。省直管县的离散性既可以激发省市县发展区域经济社会事业、提高政府服务水平的活力,又可能导致省市县各级政府陷入各自为政的相对分散主义的政治困境。要把握这种离散性问题,就应对省直管县这种政府治理模式进行深入分析和研究。省直管县的离散性意指在行政权力下放的背景下,政府管理中所特有的一种管理现象,即政府间的层级和权力发生变化导致政府管理的多样性、不确定性或放任性,这也是省直管县中管理问题存在的最基本因素。因此,基于新公共管理理论、政府间的分权理论及地方政府自主性理论基础,省对县的治理结构松散化、宏观调控艰难化、治理权力重心下移化以及县级政府治理自主化等一系列省直管县离散性问题层出不穷。本文的主要目的是通过探讨“省直管县”体制改革中存在的离散性问题,从而对集权与分权的关系进行有效地衡量。换言之,上级政府对下级政府的集权与分权需要有个度,即在保障国家稳定的前提下,适当地集权与分权对提高地方政府的积极性与主动性具有十分重要的意义。

Discrete county is an inevitable phenomenon in the management of the government. It includes four aspects: the implication of province governing county macro-control ability, governance structure of province governing county, county of the province of power decentralization and county government management autonomy. County dispersion can stimulate to the provincial cities and counties the development of regional economic and social development, improve the level of government services and energy, may lead the provincial and county levels of government in lack of coordination relatively dispersed and political dilemma. To grasp this kind of discrete problems, in-depth analysis and Research on the county government governance mode. County dispersion refers to the decentralization of administrative power under the background of government management, a peculiar phenomenon in the management, namely inter governmental level and power changes lead to diversity of government management, uncertainty or willful, this is also the province The most basic factors in the management problem in the straight tube county.
Therefore, based on the new public management theory, government decentralization theory and local government autonomy theory, province to county governance structure loose, macro regulation difficult, decentralization and governance emerge in an endless stream of county governance autonomy and a series of province governing county discrete problem. The main purpose of this paper is to investigate the the discrete problems of province governing county system reform are the effective measure to relations of centralization and decentralization. In other words, the government needs to have a degree of centralization and decentralization in the lower levels of government, in the premise to ensure national stability, appropriate centralization and decentralization to improve the enthusiasm and the initiative of local government has a very important significance.
