延安市县级政府门户网站服务能力提升路径研究

【摘要】：继2015年提出“互联网+”概念后,李克强总理在2016年的《政府工作报告》中首次提出了“互联网+政务服务”。它要求实现各级政府和各个部门间数据资源的共享,通过简化办事流程、提高行政效能,让公众和居民既能少跑腿,还能办好事。这既延伸了我国的“互联网+”战略,也推进了我国治理能力的现代化进程,对于开创新的政府治理模式具有重大意义。政府门户网站是构建现代政务服务体系的新手段、新方式,伴随着政府门户网站建设要求的提升,延安市各县级政府门户网站的服务能力亟待加强。论文以延安市各县级政府门户网站的绩效评估结果为研究对象,通过对比分析现阶段政府门户网站取得的成效与存在的问题,进而提出了提升政府门户网站服务能力的路径。首先,论文介绍了政府门户网站服务能力的相关理论。通过界定政府门户网站、政府门户网站服务能力和绩效评估的概念,以及梳理相关理论,即电子政务理论、新公共管理理论、服务型政府理论,为本文的研究奠定了扎实的理论基础。其次,论文在探究绩效评估指标选取原因的基础上,对2013年与2014年延安市县级政府门户网站绩效评估指标进行了内容与权重两方面的对比,并对绩效评估结果进行了纵向和横向的对比,从而分析出了延安市县级政府门户网站服务能力的现状。再次,论文针对政府门户网站的发展现状,从政府门户网站的主要功能—信息公开、公共服务、政民互动及网站建设方面对门户网站建设取得的成效及存在的问题进行了阐述。最后,根据政府门户网站服务能力提升路径的设计依据,论文提出了提升政府门户网站服务能力的路径,并进一步分析了服务能力提升路径的可行性和保障性措施。对政府门户网站服务能力的提升研究,是适应当代“互联网+”和大数据时代发展的必然结果和基本要求。本论文通过对现阶段延安市各县级政府门户网站的发展现状分析,针对存在的问题,提出了提高门户网站服务能力的有效路径,一方面,有利于增强网站的易用性和便民性,通过高效地为公众提供政务服务,提高行政效能;另一方面,有利于简政放权,推动政府职能转变,从而加快服务型政府的建设。
[Abstract]:Following the 2015 proposed "Internet plus" concept, Premier Li Keqiang first proposed the "Internet plus government service in 2016 of the" government work report >. It requires the realization of data sharing of resources between the government and various departments at all levels, by simplifying work processes, improve administrative efficiency, so that the public and residents can also run errands less, do good. This paper takes Yanan county government website performance evaluation results as the research object, through the comparative analysis of the political stage The government portal website of the achievements and problems, and then puts forward the path to improve the service ability of government portal website. First of all, this paper introduces the related theory of government portal services. By defining the concept of government portal website, government portal website service ability and performance evaluation, and summarized relevant theories, namely the E-government theory. The new public management theory, service-oriented government theory, lay a solid theoretical foundation for this research. Secondly, based on the research on the performance evaluation index selection reason, compared with the weights of the two aspects of county government in 2013 and 2014 Yanan City website performance evaluation index, and the performance evaluation results the vertical and horizontal comparison, analysis of the status of the county government of Yanan city portal service ability. The analysis of the current development of Yanan city at this stage of the county government portal website through this paper aiming at the existing problems, and puts forward some effective paths to improve portal service capacity on the one hand, is conducive to enhancing the usability and convenience of the web site, By efficiently providing government services for the public and improving administrative efficiency, on the other hand, it helps to decentralization and promote transformation of government functions, so as to accelerate the construction of service-oriented government.
