兰州市公民参与城市管理的途径及对策研究

【摘要】：伴随着经济社会的不断进步和构建和谐社会的要求,城市公共管理的技术和环节发生了明显的变化,公民对城市管理的参与程度越来越高,然而在公共管理理论的发展过程中,公民参与并没有得到贯穿始终的重视,我国城市管理中的公民参与还属于较低层次,本文将结合兰州市在公民参与城市管理中的实践,通过对国内外公民参与理论的研究,分析公民参与城市公共管理的基本要素和主要途径,对公民参与城市公共管理决策中的制度建设进行了说明,并针对存在的不足提出改善兰州市公民参与城市管理的对策和建议。本文主体分五个部分,框架及内容如下：第一部分,导论部分。对本文的选题背景和意义、研究内容和思路做以介绍。第二部分,理论综述部分。首先对城市公共管理及公民参与的概念进行界定,介绍公民参与公共管理的理论模式、基本要素、主要途径及制度建设。第三部分,国内外案例介绍。这里挑选了加拿大和新加坡在公民参与城市公共管理的一些方式方法,再结合长沙和厦门公民参与城市公共管理的案例,分析共性并得出启示。第四部分,兰州市公民参与城市管理情况介绍。首先总体介绍兰州市公民参与城市公共管理的现状,再通过对兰州市西固区某社区拆迁改建项目和兰州市的上调水价听证会这两个公民参与的案例进行实证分析,找出兰州市公民参与城市公共管理的问题。第五部分,对策建议部分。针对当前兰州市公民参与城市公共管理的现状,分别从模式选择、公民知情权、参与决策与执行过程及效果与绩效评估参与过程提出改善兰州市公民参与城市公共管理现状的对策。
[Abstract]:With the economic and social progress and the requirements of building a harmonious society, the technology and links of urban public management have undergone obvious changes, and citizens' participation in urban management has become more and more high. However, in the process of the development of public management theory, citizen participation has not been paid much attention throughout, and citizen participation in urban management in our country is still at a lower level. Based on the practice of citizen participation in urban management in Lanzhou City, this paper analyzes the basic elements and main ways of citizen participation in urban public management through the study of the theory of citizen participation at home and abroad. This paper explains the system construction of citizen's participation in urban public management decision, and puts forward some countermeasures and suggestions to improve the citizen's participation in urban management in Lanzhou. The main body of this paper is divided into five parts. The framework and contents are as follows: The first part, introduction, introduces the background and significance of this paper, research contents and ideas. In the second part, the author defines the concepts of urban public management and citizen participation, and introduces the theoretical model, basic elements, main ways and system construction of citizen participation in public management. The third part, the domestic and foreign case introduction. Here selected Canada and Singapore in the citizen to participate in the urban public administration some ways and means, then unifies Changsha and Xiamen citizen to participate in the urban public administration the case. Analyze the commonness and draw inspiration. Part 4th, Lanzhou City citizen participation in urban management. First of all, the general introduction of Lanzhou City citizens to participate in urban public management of the current situation. Then through the case analysis of two cases of public participation in a community demolition and reconstruction project in Xigu District of Lanzhou City and the hearings on raising water price in Lanzhou City, the problems of citizens' participation in urban public management in Lanzhou City are found out. The 5th part, the countermeasure suggestion part. According to the present situation of Lanzhou citizens participating in the urban public management, respectively from the mode choice, citizen's right to know. Taking part in the process of decision-making and implementation, and the process of effectiveness and performance evaluation, the countermeasures to improve the present situation of citizens' participation in urban public management in Lanzhou City are put forward.
