地方政府竞争力对人才集聚的影响研究

【摘要】:现代社会的发展离不开人才,地区的发展同样需要人才集聚作为支撑。知识经济在总体经济发展中的贡献愈加明显。地方政府竞争力也一直是公共管理领域的重点研究范畴。本文从构建地方政府竞争力评价指标体系出发,探究地方政府竞争力对本地区人才集聚状况的影响关系,进而为各地方政府促进本地区人才集聚效应的形成提出对策建议。 基于以上思路,首先对文章中涉及的几个关键概念进行了界定,接着回顾了政府竞争和人才集聚方面的理论,对近年来国内外学者的相关研究进行了分析综述,并对几个较为典型的竞争力评价模型进行了总结和分析,结合各评价模型的优点选择本指标体系中的评价要素;然后结合第二章中的政府竞争力评价综述,构建了本文的地方政府竞争力评价指标体系,设计了指标权重设置专家调查问卷并发放,采用层次分析法为指标体系的各个维度和各级指标设置了权重;最后本文选择2011年全国和各省域的统计年鉴数据对全国各省级政府的地方政府竞争力分别进行计算打分,并将此分值及各评价维度分值分别作为自变量运用多元回归分析研究其对人才集聚情况的影响关系,据此结果对如何从提高地方政府竞争力的角度促进本地区的人才集聚提出相关政策建议。 本文的研究,,对于地方政府竞争力理论以及人才集聚理论的发展将具有一定的推动作用,对于政府管理实践也将提供一定的参考价值。
[Abstract]:Modern society cannot develop without talents. The regional development also needs the talent gathering as the support. The contribution of knowledge economy in the overall economic development is more and more obvious. The competitiveness of local government has also been the key research category in the field of public administration. Starting from the evaluation index system of government competitiveness, This paper probes into the influence of the competitiveness of local government on the situation of talent agglomeration in this region, and puts forward some countermeasures and suggestions for each local government to promote the formation of talent agglomeration effect in this region. Based on the above ideas, this paper first defines several key concepts involved in the article, then reviews the theory of government competition and talent gathering, and analyzes and summarizes the relevant researches of domestic and foreign scholars in recent years. Several typical evaluation models of competitiveness are summarized and analyzed, and the evaluation elements of this index system are selected in combination with the advantages of each evaluation model, and then combined with the evaluation of government competitiveness in the second chapter. This article constructs the local government competitiveness evaluation index system, designs the index weight setting expert questionnaire and distributes, uses the analytic hierarchy process to set the weight for each dimension of the index system and each level index; Finally, this paper selects the national and provincial statistical yearbook data of 2011 to calculate and score the competitiveness of the local governments of all provincial governments. As independent variables, this score and the evaluation dimension are used as independent variables to study their influence on the situation of talent agglomeration by multiple regression analysis. Based on the results, some policy suggestions on how to improve the competitiveness of local governments are put forward. The research in this paper will promote the development of the theory of local government competitiveness and the theory of talent agglomeration, and will also provide a certain reference value for the practice of government management.
