基于矩阵型组织思想构建跨界水污染治理府际协作机制

【摘要】：跨界水污染治理问题一直以来都是公共管理领域倍加关心的问题,其治理难度大、利益牵扯多、影响深远.本文旨在运用矩阵型组织的相关思想,构建出跨界水污染治理府际协作的机制.从问题自身,现行行政体制,外部法律保障三方面分析了构建跨界水污染府际协作机制的必要性.并借助矩阵型组织的相关思想以及其与府际协作机制的契合点,构建了包括联合监测机制、信息共享机制、联席会议机制、协办督查机制、费用分摊补偿机制在内的跨界水污染府际协作机制.
[Abstract]:The problem of transboundary water pollution control has always been a matter of great concern in the field of public administration. Its management is difficult, interests are involved, and the influence is far-reaching. This paper aims to use the related ideas of matrix organization. To build a mechanism for inter-governmental cooperation in transboundary water pollution control. From the point of view of the problem itself, the current administrative system, This paper analyzes the necessity of establishing inter-governmental cooperation mechanism of transboundary water pollution from three aspects of external legal protection, and constructs the joint monitoring mechanism and information sharing mechanism with the help of the related ideas of matrix organizations and their joint points with the inter-governmental cooperation mechanism. Joint meeting mechanism, co-ordinate supervision mechanism, cost-sharing compensation mechanism, inter-governmental coordination mechanism of cross-boundary water pollution.
