公共管理模式嬗变的基本逻辑:公民权利的视域

【摘要】：人类公共管理活动起源于增进和维护公民权利的实际需要,公民权利是公共管理的目的与旨归,公共管理活动则是增进与维护公民权利的工具与保障。公民权利的自我保护、式微、回归与复兴的过程,亦即公共管理模式嬗变的过程。原始服务型公共管理强调公共管理的工具性而忽视公民权利对公共管理的主体性与参与性;统治型公共管理中,增进公民权利的公共管理工具异化为奴役公民权利的"利维坦";管理型公共管理回归维护公民权利的本质特征,实现增进和维护公民权利的目的性和工具性的初步统一;服务型公共管理以公民权利为旨归,既强调公共管理增进和维护公民权利的工具特色,又强调公民监督和参与公共管理过程的权利特征,为实现公民权利与增进和维护公民权利的公共管理工具之间的融合与统一提供了美好愿景,是公民权利发展的必然要求,也是公共管理发展的应然方向。
[Abstract]:The activities of human public administration originate from the practical needs of promoting and safeguarding the civil rights, which are the purpose and aim of the public administration, and the tools and guarantees of the promotion and protection of the civil rights. The process of self-protection, decline, regression and rejuvenation of civil rights is the process of the change of the mode of public administration. The original service-oriented public management emphasizes the instrumental nature of the public administration and neglects the subjectivity and participation of the citizen's rights in the public administration. The tool of public administration to promote civil rights is alienated as "Leviathan" which enslaves citizens' rights, and the management public management returns to the essential characteristics of maintaining civil rights and realizes the initial unification of the purpose and instrumentality of promoting and safeguarding civil rights. The service-oriented public management aims at citizens' rights. It not only emphasizes the characteristics of tools for promoting and safeguarding the rights of citizens, but also emphasizes the characteristics of the rights of citizens to supervise and participate in the process of public administration. It provides a bright vision for the integration and unification of the public management tools for the realization of civil rights and the promotion and maintenance of civil rights. It is an inevitable requirement for the development of civil rights and the necessary direction for the development of public administration.
