民族地区突发事件中政府对网络舆论管理的研究

【摘要】：随着我国经济社会发展方式的转变,各种社会矛盾凸显,突发事件发生的频率升高。特别是网络技术快速普及后,网络舆论的强大力量,逐步改变了政府舆论管理的传统模式。突发公共事件中的网络舆论管理已经成为突发公共事件应对处置中较为重要的一个环节。特别是在少数民族地区,突发事件发生后有效管理网络舆论成为维护民族团结、边疆稳定的重要手段和考验党和政府执政能力建设的一项重要指标。网络技术给人们现实生活带来各种便利的同时,也给政府舆论管理增加了难度,尤其在民族地区突发事件中,负面网络舆论常常使政府陷入舆论危机。本文试图从民族地区突发事件政府舆论管理这一主题入手,尝试从公共管理的角度,结合新闻传播、意识形态的理论,研究突发事件与网络舆论之间的互动关系,进一步探索少数民族地区政府进行网络舆论管理的基本原则和机制。本文首先从理论角度概括了突发事件、网络舆论、网络舆论管理的内涵,对不同体系内的含义做一个简单的梳理,并找出三者之间联系。其次,对民族地区突发事件的类型、产生的原因和特点做一个概括。通过运用公共管理学的基本理论,对当前我国少数民族地区突发事件政府网络舆论管理的现状进行分析。最后,总结概括出政府网络舆论管理的几种基本原则和机制。
[Abstract]:With the transformation of our country's economic and social development mode, all kinds of social contradictions are highlighted, and the frequency of unexpected events increases. Especially after the rapid popularization of network technology, the powerful force of network public opinion has gradually changed the traditional mode of government public opinion management. The management of network public opinion in public emergencies has become an important link in dealing with public emergencies. Especially in minority areas, the effective management of network public opinion after the emergency has become an important means to maintain national unity and border stability and an important indicator to test the Party and the government's ability to govern. The network technology brings all kinds of convenience to people's real life, but also increases the difficulty to the government's public opinion management, especially in the emergency of the minority area, the negative network public opinion often causes the government to fall into the public opinion crisis. This paper attempts to start with the theme of government public opinion management in ethnic minority areas, and tries to study the interaction between emergency events and network public opinion from the perspective of public management, combining with the theory of news communication and ideology. We will further explore the basic principles and mechanisms of network public opinion management by governments in ethnic minority areas. This paper first summarizes the connotation of emergency, network public opinion and network public opinion management from a theoretical point of view, makes a simple combing of the meaning of different systems, and finds out the relationship between the three. Secondly, the types, causes and characteristics of emergencies in ethnic areas are summarized. By using the basic theory of public management, this paper analyzes the current situation of government network public opinion management in minority areas. Finally, summarizes the government network public opinion management several kinds of basic principles and the mechanism.
