以消防部队为主力军的政府应急救援机制问题研究

【摘要】：本论文以分析的角度从公共管理这方面入手,采用文献研究法、比较分析和制度分析相结合、规范研究和实证研究相结合等方法工具。对消防部队作为应急救援行动的重要力量,针对消防部队应急救援能力的现实情况、缺陷及其他优势结合实际案例进行了深入解析,作出可行性较高的目标和方案。分析如何将各个参与抢险救援的单位有机高效组织起来,从而形成一个整体的联动机制参与救援。首先,本文对自然灾害和突发事故及应急救援作了相关解释,同时还阐释了应急联动机制的概念,以公共管理的涵义和特点作为本文的理论基础；然后,文章研究了增强公安消防部队应急救援能力的可靠性,公安消防部队是我国应急抢险救援联动机制中的主力军,消防部队在指挥、反应的敏捷性、装备管理、建设的现代化、技能的专业性、丰富的救援经历、群众基础等条件有着强大的优势；其次,文章论述了现有的应急联动机制所存在的不足,如：机制不健全、信息沟通不畅、指挥不统一,相关机构配合不够默契、资源管理的分散、参与救援人员配置不足等,并深入分析其问题存在的根本原因；最后,文章对如何加强完善我国应急救援机制目标提出了针对性的解决方法：部队软硬件协调发展,完善基础建设；完善应急救援联动机制的法律法规建设；强化社会有关部门的联动性,建立一个统一的指挥系统；加快建设各种类型的应急救援队伍；大力开展多体联合演练,提升参与应急救援单位的实战能力；健全完善社会救援体系,提高快速反应能力,尽最大可能挽救集体或个人利益。
[Abstract]:From the perspective of public administration, this paper adopts the methods of literature research, comparative analysis and institutional analysis, normative research and empirical research. As an important force in emergency rescue action, the paper analyzes the actual situation, defects and other advantages of the fire fighting force's emergency rescue ability, combining with actual cases, and makes a feasible target and scheme. This paper analyzes how to organize the units involved in rescue and rescue organically and efficiently, so as to form a whole linkage mechanism to participate in rescue. First of all, this paper has made the related explanation to the natural disaster, the sudden accident and the emergency rescue, at the same time has explained the concept of the emergency linkage mechanism, taking the meaning and the characteristic of the public management as the theoretical foundation of this paper. This paper studies the reliability of enhancing the ability of emergency rescue of the public security fire fighting force. The public security fire fighting unit is the main force in the linkage mechanism of emergency rescue and rescue in our country. The fire fighting force is in command, quick response, modern equipment management and construction. Professional skills, rich rescue experience, mass base and other conditions have strong advantages. Secondly, the article discusses the shortcomings of the existing emergency linkage mechanism, such as: the mechanism is not perfect, information communication is not smooth, command is not unified, The cooperation of relevant institutions is not tacit enough, the resources management is dispersed, and the allocation of rescue personnel is insufficient, and the root causes of the problems are analyzed in depth. Finally, This paper puts forward the corresponding solutions to the goal of how to strengthen and perfect the mechanism of emergency rescue in our country: the coordinated development of military hardware and software, the perfection of infrastructure, the improvement of laws and regulations of the linkage mechanism of emergency rescue and rescue; Strengthen the linkage of social departments, establish a unified command system, speed up the construction of various types of emergency rescue teams, vigorously carry out multi-body joint exercises to enhance the ability to participate in the actual combat of emergency rescue units; Improve the social rescue system, improve the ability of rapid response, and save collective or individual interests as far as possible.
