我国政府购买社区公共服务合作治理模式探究

【摘要】：改革开放30年以来，我国经济和社会都发生了翻天覆地的变化。进入新世纪后，中央把社会管理和公共服务作为政府的基本职能之一。党的十八届三中全会《决定》提出，推广政府购买服务，凡属事务性管理服务，原则上都要引入竞争机制，通过合同、委托等方式向社会购买。国务院办公厅《关于政府向社会力量购买服务的指导意见》明确，“十二五”时期初步形成统一有效的购买服务平台和机制，到2020年在全国基本建立比较完善的政府购买服务制度。在当前和今后一个时期，大力推广政府购买服务是贯彻落实三中全会精神，推进全面深化改革的一项重要工作。我国城市基层管理经历了从单位制、街居制走向社区制的制度变迁，提供社区公共服务是政府对城市基层管理的具体内容之一。坚持政府主导，同时引入市场机制和社会力量，通过政府购买，依靠合作治理提供社区公共服务，能够加强和完善社会基层治理，满足社区居民对公共服务的多样化需求。社区公共服务的合作治理模式中注重政府、市场、社会等多元主体之间的合理定位和良性互动，改变了政府以往大包大揽的做法，政府通过购买服务，提高了公共服务的效益。同时，还能充分调动社会力量，发挥社会组织在实现社区公共服务合作治理方面的功能，激发整个社会的创造活力。本文以新公共管理理论、公共产品理论、服务型政府理论等为理论基础，运用案例分析和对比研究的方法，以政府购买为逻辑出发点，，重点分析社区公共服务合作治理案例的运作过程及特征，并探讨其取得的成效和存在的不足，最终提出优化我国政府购买社区公共服务合作治理模式的几点建议。具体分为五个部分：第一部分绪论，阐述了课题研究的目的和意义、国内外相关研究现状、本文的研究思路和方法以及创新点与不足；第二部分论述了我国政府购买社区公共服务及合作治理模式的相关理论内涵，为进一步的理论分析奠定基础；第三部分以北京朝阳区、宁波海曙区和招宝山街道三个案例为实践样本，对我国政府购买社区公共服务合作治理模式进行剖析；第四部分以案例为基础，阐述我国政府购买社区公共服务合作治理过程中取得的成效和存在的问题；第五部分从完善政府购买社区公共服务的制度体系、流程体系和相关配套制度这个三个层面提出优化我国政府购买社区公共服务合作治理模式的几点建议。
[Abstract]:Since the reform and opening up 30 years ago, China's economy and society have undergone earth-shaking changes. After entering the new century, the central government regards social management and public service as one of the basic functions of the government. The "decision" of the third Plenary session of the 18th CPC Central Committee put forward that the promotion of government purchase of services, all of which are routine management services, in principle must introduce a competitive mechanism, through contracts, entrustment and other ways to buy from the community. The guidance of the General Office of the State Council on the purchase of services by the government from social forces is clear. During the 12th Five-Year Plan period, a unified and effective service purchase platform and mechanism was initially formed. By 2020, a relatively complete system of government purchase services will be basically established throughout the country. At present and in a period to come, it is an important task to vigorously promote government purchase of services to carry out the spirit of the third Plenary session of the CPC Central Committee and to push forward the overall deepening of reform. Urban grass-roots management in our country has experienced institutional changes from unit system, street residence system to community system. Providing community public service is one of the concrete contents of the government to urban grass-roots management. Insisting on government leading, introducing market mechanism and social force, providing community public service through government purchase and cooperative governance can strengthen and perfect social grass-roots governance and meet the diverse needs of community residents for public service. In the cooperative governance mode of community public service, the rational orientation and benign interaction among the government, market, society, and other pluralistic subjects have been emphasized, which has changed the way the government has done everything in the past, and the government has improved the efficiency of the public service by purchasing the service. At the same time, it can fully mobilize social forces, bring into play the function of social organizations in realizing community public service cooperative governance, and stimulate the creative vitality of the whole society. Based on the new public management theory, the public product theory, the service-oriented government theory and so on, this paper uses the method of case analysis and comparative study to take the government purchase as the logical starting point. This paper mainly analyzes the operation process and characteristics of the community public service cooperative governance case, discusses its achievements and shortcomings, and finally puts forward some suggestions for optimizing the cooperative governance mode of our government purchasing community public service. It is divided into five parts: the first part of the introduction, the purpose and significance of the study, domestic and foreign related research status, the research ideas and methods of this article, as well as innovative points and shortcomings; The second part discusses the relevant theoretical connotations of the mode of government purchasing community public services and cooperative governance to lay the foundation for further theoretical analysis. The third part is based on Chaoyang District of Beijing. Ningbo Haishu District and Zhaobaoshan street as practice samples, to analyze our government purchase community public service cooperative governance model; the fourth part is based on the case, This paper expounds the achievements and problems in the process of government cooperation in the process of government purchasing community public services. The fifth part is to improve the system of government purchasing community public services. This paper puts forward some suggestions on how to optimize the cooperative governance model of government purchasing community public service from the three aspects of process system and related supporting system.
