【摘要】：提升县乡两级基层政府执行力逐渐进入公众视野,成为一个政治科以及公共管理研究的一个新亮点。现在许多国家已经将提高行政执行力作为政府改革的重要内容。政府执行力在组织生存中发挥着重要作用,这也是政府组织的决定性力量必不可少的。我国在政治和经济方面正处于高速发展的阶段,和谐和稳定的政治环境、经济发展突飞猛进的速度,都与我国强有力的政府执行的分不开的。然而,由于我国政府执行力还在建设的初始阶段,我们国家仍然存在难免存在执行力度不够的现象,它严重影响了政府的工作效率,也不利于国家的经济建设。通过对中国地方政府执行力的研究,其目的是改善我国地方政府的行政能力,来解决各种各样的问题,提高地方政府工作地方政府政策执行的效率。同时也能够为地方政府加强其行政能力提供理论依据,在一定程度上促进政府的行政建设,是落实科学发展观的必然要求。各地区政府部门要严格按照中央政府的指导方针和政策,在法律法规允许的范围内履行自己的职权,各部门要明确各自的责任和义务,确保责权一致。不同的部门所肩负的责任和义务要明确界定,一个部门负责一件事情,如果确实需要多个部门进行管理,必须选择一个带头部门,划清各自的责任,加强部门之间的合作。本文从庄河市县乡两级基层政府的实际角度出发,研究提升庄河市县乡两级基层政府执行力对策的研究,得出研究结论：加强对庄河市地区经济社会事务的统筹协调,加强监管力度,强化责任体制,做好对基层群众的管理和服务工作,促进社会和谐稳定发展,为经济的发展提供有利条件。根据各级政府责任的不同,合理的配置其财力,使得基层以及地方政府为社会服务的能力不断得到增强。
[Abstract]:Improving the executive power of the county and township governments gradually enters the public view and becomes a new bright spot in the study of political science and public administration. At present, many countries have regarded the improvement of executive power as an important part of government reform. The executive power of government plays an important role in the survival of the organization, which is also the decisive force of the government organization. Our country is in the stage of high speed development in politics and economy. The harmonious and stable political environment and the speed of economic development by leaps and bounds are inseparable from the execution of our country's powerful government. However, because our government's executive power is still in the initial stage of construction, our country still has the phenomenon of insufficient execution, which seriously affects the efficiency of the government and is not conducive to the national economic construction. The purpose of this study is to improve the administrative ability of local government in China to solve all kinds of problems and to improve the efficiency of implementing local government policies. At the same time, it can also provide the theoretical basis for the local government to strengthen its administrative ability, and promote the administrative construction of the government to a certain extent, which is the inevitable requirement of carrying out the scientific development view. All regional government departments should strictly abide by the guidelines and policies of the central government and perform their own functions and powers within the limits permitted by laws and regulations, and all departments should make clear their respective responsibilities and obligations and ensure that the responsibilities and powers are consistent. The responsibilities and obligations of different departments should be clearly defined. A department is responsible for one thing. If there is a need for more than one department to manage, it is necessary to select a leading department, to define their respective responsibilities, and to strengthen cooperation among departments. From the actual angle of the county and township basic level government in Zhuanghe city, this paper studies the countermeasures to improve the executive power of the county and township basic level government in Zhuanghe city, and draws the conclusion: to strengthen the overall coordination of the economic and social affairs in Zhuanghe city area, Strengthen the supervision, strengthen the responsibility system, do a good job in the management and service of the grassroots, promote the harmonious and stable development of society, and provide favorable conditions for the economic development. According to the different responsibilities of all levels of government, reasonable allocation of their financial resources, make the grass-roots and local governments to continue to strengthen the ability to serve the society.
