温州市垃圾处理设施的规划研究

【摘要】:垃圾处理设施规划的重要性随着目前国内外愈演愈烈的垃圾围城现状而与日俱增。作为城市基础设施建设的一个重要环节,其规划科学与否直接影响到了城市的整体发展水平和面貌。但是由于我国开展垃圾处理设施规划的时间尚短,因此还缺乏较为系统的理论指导和相关的工作经验。因此,本文以温州市城市生活垃圾处理设施规划为研究内容,以进一步的提高温州市城市综合规划水平。 论文在对城市生活垃圾产量以及组成成分预测、垃圾处理技术选择、垃圾处理设施布点原则等关键环节进行深入调查分析的基础上,对温州市的垃圾产量以及成分进行预测,结合温州市现有垃圾处理设施分布情况,以科学规划、有效解决城市垃圾围城现状为目标,以温州市的社会经济条件相关资料以及历年来的垃圾产量的数据为基础,并且根据城市生活垃圾处理设施布点原则,分别对温州市生活垃圾填埋场、生活垃圾焚烧场、特种垃圾焚烧厂以及中转站选址进行规划研究。同时,结合城市规划学、环卫规划、环境保护规划等领域的相关知识,提出温州市垃圾处理设施规划及管理对策。 主要研究成果有: ①结合本人的工作经验以及理论基础,分析得到影响温州市城市生活垃圾产量以及组成成分的主要因素包括城市人口数量、社会经济发展水平以及地区性的居民生活习惯等。根据收集的温州市的垃圾产量数据以及本人可获得的资料,,确定应用人均产率预测法对温州市主城区城市生活垃圾产量进行预测。结果表明,温州市辖区内2020年的日产垃圾约3287吨,年产垃圾约120万吨。 ②对温州现有垃圾处理设施的问题进行了分析,并且根据垃圾处理设施选址原则,以层次分析法为主要方法,结合现有垃圾处理设施现状以及垃圾产量和成分预测结果,提出了温州市垃圾处理设施优化布点方案。分析得到目前国内的城市垃圾处理设施规划不合理以及选址难的原因,主要是在进行整体城市规划时对垃圾处理设施(包括一定的预留预防用地)重视程度有限,没有形成相应的法律法规。另一方面,随着城市发展,经济社会水平提升,选址的原则也存在一定的变动性,城市发展是阶段性的,因此垃圾处理设施的规划也是需要更新,才能够满足日益变化的需求。 ③提出解决城市垃圾围城以及选址设施难的解决方法,完善垃圾处理流程各环节的设施建设,形成一体化的垃圾处理设施规划方案,逐步健全发展,在时间上充分考虑未来预留用地,形成一个不断完善发展的城市肾脏体系。同时重视垃圾处理设施防护用地的保护和预留,避免二次污染。最后从市政规划、公共管理以及规划实施保障措施三个方面,提出了温州市解决垃圾围城问题的管理对策,明确解决思路。
[Abstract]:The importance of garbage treatment facility planning is increasing with the increasing status of garbage siege at home and abroad. As an important link of urban infrastructure construction, its planning science or not has a direct impact on the overall development level and appearance of the city. However, due to the short planning time of garbage treatment facilities in China, there is still a lack of systematic theoretical guidance and relevant work experience. Therefore, in order to further improve the level of urban comprehensive planning of Wenzhou City, this paper takes the planning of municipal solid waste disposal facilities in Wenzhou as the research content. Based on the in-depth investigation and analysis of the key links, such as the prediction of municipal solid waste production and composition, the selection of waste treatment technology, and the principle of layout of garbage treatment facilities, this paper forecasts the output and composition of municipal solid waste in Wenzhou. Based on the distribution of existing waste treatment facilities in Wenzhou, the scientific planning, the effective solution to the status quo of urban garbage siege, and the relevant data of the social and economic conditions of Wenzhou City, as well as the data of garbage production over the years, According to the layout principle of municipal solid waste (MSW) treatment facilities, this paper plans and studies the siting of municipal solid waste landfills, MSW incineration sites, special waste incinerators and transit stations in Wenzhou. At the same time, combined with the related knowledge of urban planning, sanitation planning, environmental protection planning and other fields, the planning and management countermeasures of waste treatment facilities in Wenzhou City are put forward. The main findings are: 1 based on my working experience and theoretical basis, the main factors influencing the output and composition of municipal solid waste in Wenzhou are obtained, including the population, the level of social and economic development, and the living habits of local residents. According to the collected garbage output data of Wenzhou and the data obtained by myself, the prediction method of per capita production rate is used to predict the municipal solid waste production in the main urban area of Wenzhou City. The results show that the daily garbage production is about 3287 tons and the annual garbage production is about 1.2 million tons in Wenzhou City in 2020. (2) the problems of the existing waste treatment facilities in Wenzhou are analyzed, and according to the principle of site selection of the waste treatment facilities, the Analytic hierarchy process (AHP) is used as the main method, combined with the present situation of the existing waste treatment facilities and the forecast results of the waste output and composition. The optimal layout scheme of waste treatment facilities in Wenzhou was put forward. The reasons for unreasonable planning and difficult location of municipal solid waste treatment facilities in China are analyzed, mainly due to the limited attention paid to the waste treatment facilities (including certain reserved preventive land) in the overall urban planning. There are no corresponding laws and regulations. On the other hand, with the development of the city, the economic and social level is improved, and the principle of location is changed. The urban development is phased, so the planning of garbage treatment facilities also needs to be updated to meet the ever-changing needs. (3) to put forward the solution to the difficulty of city garbage besieging and site selection, to perfect the construction of facilities in every link of the waste treatment process, to form an integrated planning scheme of waste treatment facilities, and to improve the development step by step. Fully consider the future of the reserved land in time to form a continuous development of the urban kidney system. At the same time, attention should be paid to the protection and reservation of protective land for garbage treatment facilities to avoid secondary pollution. Finally, from the three aspects of municipal planning, public management and the implementation of planning protection measures, this paper puts forward the management countermeasures to solve the problem of garbage besieging in Wenzhou City, and makes clear the solution ideas.
