福建省网上警务督察机制研究

【摘要】：随着社会信息化快速发展,信息化手段渗透到公安工作的方方面面,引领着公安社会管理创新。信息化主导的新型警务运行模式不断深化,为警务督察工作带来了机遇和挑战。受时、空和区域制约,传统现场督察方式要求督察民警必须处在现场才能对相关执勤执法行为开展监督,因而收集、固定证据和审查核实工作也受到相应程度的约束。面对新形势,如何充分利用信息化手段强化警务督察职能发挥,提升督察效能已成为一项事关督察事业长远发展的重要课题。网上警务督察以实时、高效、全面、客观等优势,弥补了传统现场督察的不足之处,为督察工作的深化发展注入了新的活力,标志着公安机关督察部门主动适应公安警务改革发展趋势和职能转变需求,积极以信息化手段驱动公安工作改革创新,对新形势下改善公安机关的服务水平,提升公安机关形象,保障民警正当执法权益具有重要意义。本文借助新公共管理理论和公共选择理论,运用文献研究法、案例研究法、比较研究法等研究方法,首先分析了福建省警务督察的发展历程,介绍了福建省网上督察工作实施的基本情况,然后以QZ市网上督察工作实施情况为案例,从督察意识、督察体制、督察层次三个方面对信息化条件下警务督察的改革趋势及网上警务督察机制运行中存在的问题进行具体剖析,得出问题的成因主要是缺乏统一的制度规范、监督意识淡薄产生的障碍、督察民警的素质有待提高、警务督察的保障措施不到位等。结合网上督察系统建设实践运用成效和经验,借鉴山东等地的经验做法,根据应用模式以及应用成果,从加大网上警务督察保障机制的构建、健全规范网上警务督察运行机制、加快相关配套机制建设三个方面对完善福建省网上警务督察机制进行探讨,深化对网上警务督察的认识,为创新督察理念、管理理念和管理模式,最大限度地发挥网上警务督察的积极作用,提升督察质效提供参考。
[Abstract]:With the rapid development of social informatization, information means permeate into all aspects of public security work, leading the innovation of public security social management. The new police operation mode, which is dominated by information technology, has brought opportunities and challenges to police inspectors. Under the constraints of time, space and region, the traditional on-site supervision mode requires that the police must be on the spot to supervise the relevant enforcement actions, so the collection, fixed evidence and examination and verification work are also subject to the corresponding constraints. Faced with the new situation, how to make full use of information technology to strengthen the function of police inspectors and improve the efficiency of inspectors has become an important issue related to the long-term development of the cause of inspectors. With the advantages of real-time, efficient, comprehensive and objective, the online police inspectors have made up for the shortcomings of the traditional on-site inspectors and injected new vitality into the deepening development of the supervision work. It indicates that the supervision departments of the public security organs take the initiative to adapt to the development trend of the police service reform and the needs of the transformation of their functions, actively drive the reform and innovation of the public security work by means of information technology, and improve the service level of the public security organs under the new situation. It is of great significance to enhance the image of the public security organs and ensure the legitimate law enforcement rights and interests of the police. With the help of the new public management theory and the public choice theory, using the methods of literature research, case study and comparative research, this paper first analyzes the development course of Fujian police inspector. This paper introduces the basic situation of the implementation of online supervision work in Fujian Province, and then takes the implementation of online supervision work in QZ City as an example, from the perspective of inspector consciousness and supervision system, This paper analyzes the reform trend of police inspectors under the condition of information and the problems existing in the operation of the online police supervision mechanism from three aspects of supervision level, and concludes that the main causes of the problems are the lack of unified system and norms. The obstacles caused by weak supervision consciousness, the quality of police inspectors need to be improved, the security measures of police inspectors are not in place, and so on. Combined with the effect and experience of the construction of the online supervision system, the author draws lessons from the experiences of Shandong and other places, according to the application mode and the application results, from strengthening the construction of the online police inspector security mechanism, perfecting and standardizing the operation mechanism of the online police inspector. Speeding up the construction of relevant supporting mechanism to probe into the perfection of the online police supervision mechanism in Fujian Province, deepening the understanding of the online police inspector, in order to innovate the idea of inspector, the management idea and the management mode, Maximize the positive role of online police inspectors, improve the quality of inspectors to provide reference.
