跨域治理视角下的长三角地方政府合作研究

【摘要】:在全球化、信息化等趋势的影响下,政府治理的环境日趋复杂,跨越了传统的国家疆界、行政区划和部门界限;政府治理的主体从单一的政府权威转变为更加多元的部门和组织。跨域治理既是公共管理理论研究的热点,在现实中也逐渐成为各国政府应对社会变革的有效治理模式,涌现出地方治理、大都市区治理等多种实践形态。我国地方政府也在积极探索行之有效的治理模式,特别是改革开放以来,随着区域经济一体化的加速发展,长江三角洲地区成为经济社会发展最快的重要增长极,同时也面临越来越多的跨越行政区划的问题,需要地方政府间加强合作,探索有效的跨域治理模式和机制。为探讨跨域治理概念及其理论在中国应用的可行性,本文以“跨域治理视角下的长三角地方政府合作”为研究主题,在批评借鉴相关理论的基础上,提出分析跨域治理的ISGPO模型,包含初始条件(Initial Conditions)、结构(Structure)、治理(Governance)、过程(Process)、结果(Outcomes)五个维度。本文以ISGPO模型作为分析框架,综合运用文献分析和案例研究等方法,比较分析了长江三角洲地区的城市政府合作、上海世博会旅游合作、区域社会信用体系建设等三个案例,力图归纳中国地方政府合作的一般规律,从而为政府今后的合作与跨域治理实践提供参考。本文研究发现,ISGPO模型的五个维度及其变量,直接影响长江三角洲地区地方政府问开展的合作与跨域治理。研究的创新点在于:提出以跨域治理作为分析地方政府合作的视角,与之前相关研究中提出的概念相比,跨域治理视角突出了治理环境的复杂性,以及治理主体的多元性,更加具有包容性和解释力;提出分析地方政府合作与跨域治理实践的ISGPO模型,有效整合了之前相关研究中提出的多种维度和变量;运用ISGPO模型分析我国地方政府合作与跨域治理实践,归纳出中国情境下政府治理模式变革的一般规律,提出政府需要建设动员、调适、互动、反馈等机制,增强管理合作和跨域治理的能力。
[Abstract]:Under the influence of globalization and informatization, the environment of government governance is becoming more and more complex, crossing the traditional national boundaries, administrative divisions and departmental boundaries; The main body of government governance has changed from a single government authority to a more pluralistic department and organization. Cross-domain governance is not only a hot topic in the theoretical research of public management, but also an effective governance model for governments to cope with social changes in reality, resulting in the emergence of local governance, metropolitan governance and other practical forms. Our local governments are also actively exploring effective governance models. Especially since the reform and opening up, with the accelerated development of regional economic integration, the Yangtze River Delta region has become the fastest growing pole of economic and social development. At the same time, there are more and more problems across administrative divisions, which need to strengthen the cooperation between local governments and explore effective cross-regional governance models and mechanisms. In order to probe into the concept of cross-domain governance and the feasibility of its application in China, this paper takes "the cooperation of local governments in the Yangtze River Delta" as the research theme, on the basis of criticizing and drawing lessons from relevant theories. A ISGPO model for analyzing cross-domain governance is proposed, which includes five dimensions: initial conditions, initial conditions, structure, governance, process, and results. This paper takes ISGPO model as the analysis frame, synthetically uses the literature analysis and the case study method, compares and analyzes the three cases of urban government cooperation, Shanghai World Expo tourism cooperation and the construction of regional social credit system in the Yangtze River Delta region. This paper tries to sum up the general law of local government cooperation in China, so as to provide a reference for the future cooperation and cross-regional governance practice of the government. This paper finds that the five dimensions of ISGPO model and its variables directly affect the cooperation and cross-regional governance of local governments in the Yangtze River Delta region. The innovation of the research lies in: put forward cross-domain governance as the angle of view to analyze the local government cooperation. Compared with the concept put forward in the previous relevant research, the cross-domain governance perspective highlights the complexity of governance environment and the pluralism of governance subjects. It is more inclusive and explanatory, and puts forward the ISGPO model to analyze the practice of local government cooperation and cross-regional governance, which effectively integrates the various dimensions and variables put forward in the previous relevant studies. By using ISGPO model, the author analyzes the practice of local government cooperation and cross-regional governance in China, sums up the general law of the transformation of government governance model in China, and points out that the government needs to build mechanisms such as mobilization, adjustment, interaction, feedback and so on. Enhance the ability to manage collaboration and cross-domain governance.
