走私与反走私:厦门海关缉私绩效评估

【摘要】:政府绩效评估是现代公共管理的前沿课题,是当前我国深化行政管理体制创新、加快推进政府职能转变、推动社会管理创新的重要突破口。反走私绩效评估作为中国海关的重要改革措施,对于提高反走私效能,推动海关管理科学发展具有重要意义。本文回溯及了中外政府绩效评估的基本理论,概述了中国海关反走私工作历史、现状。在对厦门海关2012年反走私绩效评估进行实证演示的基础上,分析了海关缉私绩效评估中存在的价值理性不够完整、评估主体过于单一、系统设计比较封闭、绩效沟通存在缺陷、指标体系不够全面等五个方面的问题,并结合掌握理论,对缉私绩效评估工作的改进和完善方向提出了对应的建议措施,以期丰富和发展海关反走私绩效评估工作的思路。
[Abstract]:Government performance evaluation is a frontier subject of modern public management, and an important breakthrough for deepening the innovation of administrative management system, speeding up the transformation of government functions and promoting social management innovation in our country. Anti-smuggling performance evaluation, as an important reform measure of Chinese customs, is of great significance to improve the efficiency of anti-smuggling and promote the scientific development of customs management. This paper reviews the basic theory of performance evaluation of Chinese and foreign governments, and summarizes the history and present situation of anti-smuggling work of Chinese Customs. On the basis of demonstration of anti-smuggling performance evaluation in Xiamen Customs in 2012, the paper analyzes that the value rationality of anti-smuggling performance evaluation in Xiamen Customs is not complete enough, the subject of evaluation is too single, the system design is relatively closed, and there are defects in performance communication. The index system is not comprehensive enough, and combining with the theory, the paper puts forward the corresponding suggestions on the improvement and improvement of the anti-smuggling performance evaluation, in order to enrich and develop the train of thought of the anti-smuggling performance evaluation of the customs.
