藏区稳定发展长效机制建设研究——以迪庆州为个案

【摘要】：关于藏区治国方略--发展和稳定长效机制的研究,主要是侧重于从理论的视觉总结各藏区在维护稳定和发展中的经验和做法,本文则是通过分析迪庆建立社会稳定和发展的长效机制的成效,探索这些机制在藏区社会治理中的借鉴意义,有益于藏区社会治理的共性目标的研究。迪庆由于社会历史、民族宗教、自然地理等多种原因,在社会治理中具有民族性、地域性和特殊性。迪庆结合国家藏区治理的重要战略思想,在实践中探索稳定发展的长效机制,在强化民族认同、依法管理宗教寺院、社会治理体系创新、经济社会平衡发展等长效机制建设方面做出有益尝试。总结迪庆近年来在社会治理中建设社会发展稳定长效机制方面经验,对推进藏区长治久安具有重要借鉴意义。
[Abstract]:The study of the long-term mechanism for the development and stability of the Tibetan region's strategy of governing the country mainly focuses on summing up the experiences and practices of various Tibetan areas in maintaining stability and development from a theoretical perspective. This paper, on the other hand, analyzes the effect of the long-term mechanism of establishing the social stability and development of Diqing, explores the reference significance of these mechanisms in the social governance of the Tibetan area, and is beneficial to the study of the common goal of the social governance of the Tibetan area. Due to social history, ethnic religion, natural geography and other reasons, Diqing has nationality, region and particularity in social governance. In combination with the important strategic thinking of the governance of the national Tibetan area, Diqing explores in practice the long-term mechanism for stable development, strengthens national identity, manages religious monasteries according to law, and innovates the social governance system. The economy society balanced development and so on long-term effect mechanism construction aspect makes the beneficial attempt. This paper summarizes the experience of Diqing in the construction of the long-term mechanism of social development and stability in social governance in recent years, which is of great significance for the promotion of long-term stability and stability in Tibetan areas.
