昆明市“放心粮油”工程建设的对策研究

【摘要】：随着人民生活水平的提高和粮油供需形式的变化,人们要求市场提供品质优良、卫生安全、营养合理、富有风味的粮油食品。粮油食品的质量安全比以往任何时候更加受到公众的关注,成为各级政府福利民生、发展经济、保障社会的重大课题。在新的形势下,由于计划经济条件下以国营和计划为主要特征的粮油质量体系已被打破,适应社会主义市场经济要求的粮食质量安全体系尚未完善,因而近期我国的粮油质量安全方面出现了许多严重的问题,出现了一些违反食品安全法的重大事故和恶性事件,暴露出许多不安全的因素,有些确实触目凉心。“放心粮油”工程是国家为保障粮油质量而采取的重要措施,在确保粮食安全中发挥着越来越重要的作用。但是,在市场经济体系下,如何建立以合同化监督引导为主、政府监督引导为辅的“放心粮油”体系一直是各级政府探索的重要问题。本文以昆明市为例,从实证主义角度分析出发,通过运用公共管理、系统理论和食品安全理论对昆明市“放心粮油”工程建设的背景意义、现状进行分析,一方面指出目前昆明市“放心粮油”工程建设的现状、存在的问题及其原因；另一方面提出“放心粮油”工程建设的措施和对策,重点突出现实中推动“放心粮油”工程建设的关键因素政府及粮食企业在其中的作用和影响,破解“放心粮油”工程建设长期处于推而不动和效用发挥不明显的问题。从改善政府及其相关行政管理部门的政策影响因素,提高粮油食品质量安全的能力和水平,探索一种有效的可操作的满足老百姓的需求,实现向社会提供安全、放心粮油食品的目标的途径。本文研究的内容主要有：本文分为六部分,第一部分导论,包括选题的背景及目的意义、研究思路和主要研究方法：第二部分,研究综述及理论基础；第三部分,“放心粮油”工程建设的必要性及历史沿革；第四部分,昆明市“放心粮油”工程建设的历程及现状；第五部分,“放心粮油”工程建设存在问题的原因分析；第六部分,昆明市“放心粮油”工程建设的对策研究。
[Abstract]:With the improvement of people's living standard and the change of grain and oil supply and demand, people require the market to provide food with good quality, hygiene and safety, reasonable nutrition and rich flavor. The quality and safety of grain, oil and food have been paid more attention by the public than ever before, which has become an important issue for governments at all levels to benefit people, develop economy and ensure society. Under the new situation, because the grain and oil quality system characterized by state-owned and planned economy under the planned economy has been broken, the grain quality safety system adapted to the requirements of the socialist market economy has not yet been perfected. Therefore, in recent years, there have been many serious problems in the quality and safety of grain and oil in our country, and some serious accidents and malignant incidents in violation of food safety law have exposed a lot of unsafe factors, some of which are really cool. "rest assured grain and oil" project is an important measure taken by the state to ensure grain and oil quality, and plays an increasingly important role in ensuring grain security. However, under the market economy system, how to establish the "rest assured grain and oil" system, which is mainly guided by contract supervision and supplemented by government supervision and guidance, has always been an important issue for governments at all levels to explore. This paper takes Kunming as an example, from the perspective of positivism, through the use of public management, system theory and food safety theory to Kunming "assured grain and oil" project construction background significance, status quo analysis. On the one hand, the paper points out the present situation, existing problems and reasons of the construction of "rest assured grain and oil" project in Kunming City; on the other hand, puts forward the measures and countermeasures for the construction of "rest assured grain and oil" project. The key factors of promoting the construction of "assured grain and oil" project in reality are the role and influence of the government and grain enterprises, and the problem that the construction of "assured grain and oil" project has been pushed but not moved for a long time and its utility is not obvious is solved. By improving the policy influence factors of the government and its related administrative departments, improving the ability and level of grain, oil and food quality and safety, exploring an effective and operable way to meet the needs of the common people, and realizing the provision of security to the society, Rest assured of the grain, oil and food goals of the way. The main contents of this paper are as follows: this paper is divided into six parts, the first part is the introduction, including the background and purpose of the topic, research ideas and main research methods: the second part, the research overview and theoretical basis; the third part, The necessity and historical evolution of the construction of "rest assured grain and oil" project; the fourth part, the course and present situation of the construction of "assured grain and oil" project in Kunming; the fifth part, the cause analysis of the problems existing in the construction of "rest assured grain and oil" project; the sixth part, Countermeasure Research on Construction of Grain and Oil at ease in Kunming City.
