三亚市海上旅游船舶安全监管研究

【摘要】：随着社会的进步、经济的发展,人们对旅游的需求日益多元化,高端休闲消费也日渐频繁,其中海上观光旅游或者通过海上船舶运输为载体的旅游都是新兴的旅游需求。在国外,海上观光旅游已经发展到了一个相当高的程度,尤其是通过游艇旅游、邮轮旅游等形式,但在中国仅处于萌芽或发展初级阶段。三亚做为中国唯一热带滨海旅游城市,海上旅游是三亚旅游经济的主要组成部分之一,海上旅游安全则成为三亚旅游产业发展的生命线。旅游船舶作为交通工具,一旦发生水上安全事故,必将严重威胁人民生命财产安全,尤其是重特大安全事故,将带来严重的社会影响和负面效应。因此,分析研究三亚市海上旅游船舶对水上交通环境造成的影响,全面掌握其安全现状是非常必要的,也是提出切实可行的安全保障建议的必要步骤,海事管理机构在海上旅游业的发展过程中也逐渐完善海上旅游船舶安全管理模式和积累海上旅游船舶公共管理经验。本文在分析国内外海上旅游船舶发展现状的前提下,提出三亚市具有发展海上旅游船舶的优势。并结合三亚目前海上旅游船舶安全现状,通过大量的实地调查、研究,从政府职能部门公共管理、公共服务、保障通航安全、公共危机应急处理等角度着手,分析三亚市海上旅游船舶安全存在的问题及风险,总结研究安全、高效、便捷的旅游船舶安全管理模式。最后从加强政府公共管理、完善旅游船公司内部安全管理、创新社会监督和公众管理角度,为三亚市海上旅游船舶安全的公共管理提出建议和对策。
[Abstract]:With the progress of society and the development of economy, the demand for tourism is becoming more and more diversified, and high-end leisure consumption is becoming more and more frequent. In foreign countries, marine tourism has developed to a rather high level, especially through yacht tourism, cruise tourism and other forms, but in China is only in the embryonic or primary stage of development. As the only tropical coastal tourism city in China, maritime tourism is one of the main components of Sanya tourism economy, and maritime tourism safety has become the lifeline of the development of Sanya tourism industry. As a means of transportation, once a maritime safety accident occurs, it will seriously threaten the safety of people's lives and property, especially serious and serious safety accidents, which will bring serious social impact and negative effects. Therefore, it is very necessary to analyze and study the impact of maritime tourist vessels on the environment of maritime traffic in Sanya City, and to grasp its safety situation in an all-round way. It is also a necessary step to put forward practical safety recommendations. In the course of the development of maritime tourism, maritime management agencies also gradually improve the safety management mode of maritime tourism vessels and accumulate public management experience of maritime tourism vessels. Based on the analysis of the present situation of domestic and foreign maritime tourist vessels, this paper points out that Sanya city has the advantage of developing marine tourist vessels. Combined with the present safety situation of maritime tourist vessels in Sanya, through a large number of field investigations and studies, from the perspective of public management, public services, security of navigation, emergency management of public crisis, and so on in the functional departments of the government, This paper analyzes the problems and risks existing in the safety of maritime tourist ships in Sanya, and summarizes and studies the safe, efficient and convenient safety management mode of tourist ships. Finally, from the angle of strengthening the government public management, perfecting the internal safety management of the tourist ship company and innovating the social supervision and the public management, the paper puts forward some suggestions and countermeasures for the public management of the maritime tourist ship safety in Sanya.
