中国基层自治的研究路径

【摘要】：中国基层自治研究主要有三种研究路径,即社会自发研究路径、国家建构研究路径和基层治理研究路径。社会自发研究路径建立在社会中心主义的自发秩序理论基础之上,认为中国基层自治的产生和变迁具有自发性,基层自治应以国家权力的退出和社会权利的扩张为导向。国家建构研究路径建立在国家中心主义的国家建设理论基础之上,认为国家一开始就将基层自治纳入中国现代国家建设进程中,并在基层自治变迁进程中发挥主导作用,未来基层自治发展必须要有国家参与。基层治理研究路径是治理理论的运用性研究,它结合国家建构和社会自治的合理因素,以治理绩效为导向,将基层自治视为国家主导和社会参与的一项系统性工程。
[Abstract]:There are three main research paths in the study of grass-roots autonomy in China, namely, the research path of social spontaneity, the path of research on national construction and the path of research on grass-roots governance, which is based on the theory of spontaneous order of sociocentrism. The author holds that the emergence and change of grass-roots autonomy in China is spontaneous, and that grass-roots autonomy should be guided by the withdrawal of state power and the expansion of social rights. Considering that the state has brought grass-roots autonomy into the process of China's modern national construction from the beginning, and has played a leading role in the process of the transition of grass-roots autonomy. In the future, the development of grass-roots autonomy must involve the state. The research path of grass-roots governance is the applied research of governance theory, which combines the reasonable factors of national construction and social autonomy, and is guided by governance performance. Basic-level autonomy as a state-led and social participation of a systematic project.
