基于文献计量学的研究前沿指标体系及其对我国科学基金评审的借鉴意义

【摘要】：同行评议已经成为各国家确定国家级科学基金资助项目的主要方法,但该方法还存在不足之处,改进同行评议的方法之一是使用定量方法。欧盟研究理事会支持的DBF项目为将文献计量学的定量方法应用到项目评审过程中提供了良好的理论与实践方案。本文系统介绍了该项目中对研究前沿的定义、研究前沿指标、指标的计算方法、优缺点及有效性等方面的内容,并提出了几点我国科学基金项目评审工作今后在开展定量研究与实践方面可供参考的建议。本文对完善我国国家科学基金评审流程、提高评审工作效率、确保评审结果的公平性等方面具有一定的理论意义。
[Abstract]:Peer review has become the main method of determining the state project funded by National Science Foundation, but this method still exist deficiencies, one of the methods to improve the peer review is the use of quantitative methods. The EU DBF project supported by the Research Council for the bibliometric quantitative method to the project evaluation process provides the theory and practice of the project good. This paper introduces the definition of the frontier of research in this project, the research frontier index, index calculation method, advantages and disadvantages of the effectiveness and other aspects, and puts forward some scientific evaluation work in China based gold projects in the future in the study and practice of developing quantitative recommendations for reference in this paper. Improve the National Science Foundation of China's review process, improve the efficiency of assessment, has certain theoretical significance to ensure fairness and other results of the review.
