重大民生政策风险评估中社会参与的回应困境及其破解

【摘要】：重大民生政策风险评估中引入社会参与,是实现决策科学化的客观要求。但在我国重大民生政策风险评估的社会参与中,特别是在"互联网+"的背景下,参与主体利益多元、参与方式多样,而政府回应方式单一、政府与社会回应价值向度的不同等制约了社会公众对政策风险主张的充分表达,降低了社会参与的有效性,影响了政策共识的达成。应该通过回应渠道拓展、回应方式创新、回应网络构建等来促进重大民生政策风险评估中的社会参与,以更好地适应"互联网+"背景下社会参与的新变化给政府回应带来的现实挑战,有效弥合多元主体间的政策感知差异和意见分歧,切实增强政策的可接受度。
[Abstract]:The introduction of social participation in the risk assessment of major livelihood policies is an objective requirement for scientific decision-making. However, in the social participation in the risk assessment of major livelihood policies in China, especially in the context of "Internet", the main interests of the participants are diverse, and the ways of participation are diverse, while the government responds in a single way. The difference between the value dimension of government and social response restricts the full expression of public opinion on policy risk, reduces the effectiveness of social participation, and affects the reaching of policy consensus. Social participation in the risk assessment of major livelihood policies should be promoted through the expansion of response channels, the innovation of response methods, the construction of response networks, and so on. In order to better adapt to the new changes of social participation under the background of "Internet", the government should respond to the practical challenges, effectively bridge the differences of policy perception and opinions among various subjects, and strengthen the policy acceptability.
