【摘要】:正美国著名管理学学者雷·赖特把规则定义为:"组织中一种被两个人或者两个以上的人认同并指导他们日常工作的态度、观念、感受和行为规范。"(雷·赖特:《组织间营销》,中国人民大学出版社2006年版,第233页)可见,规则是一个非常宽泛的概念,它既可以指全局意义上的法律法规、方针政策、规章制度、道德规范,也可以指局部性的规定、条例、办法等。规则作为约束组织和个人行为的标准,它的运行一般与领导机构有关,实际上多数规则都是由领导机构负责制定和执行的。与之相对应,
