小浪底库区乡村旅游开发研究

【摘要】：水利建设中新的资源利用及库区移民未来的生存之路,一直是国家和当地政府面临的亟待解决的实际问题。本文提出结合移民的现实,挖掘自身潜力,经过合理规划,走旅游可持续发展之路的乡村旅游不失为最佳选择。库区移民后产业如何发展，如何保证移民不再返贫是党和政府十分关注的问题，，也是移民新村可持续发展的关键。本文以小浪底库区为例探讨库区移民发展乡村旅游的优势特色以及经验模式。乡村旅游是我国近年来新兴的旅游形式,各地根据自身的旅游资源开展的乡村旅游的发展水平和规模都存在很大差异。从旅游业发展的内容和趋势来讲,乡村旅游是具有极大市场前景和发展潜力的旅游项目,对促进新农村建设将起到积极的推进作用。由于库区环境的独特性，在库区发展乡村旅游与一般的乡村旅游有有所不同。由于水库的修建造成大面积的土地被淹没，库区的农民大部分或者部分已经失去了他们赖以生存的土地，原本的生产生活方式已经被打破，所以跟传统意义上的农民有很大的不同，导致库区农民迫切需要进行产业结构调整。本文在对国内外库区旅游和乡村旅游进行研究的基础之上，通过对我国库区移民产业转移问题进行了分析，实地调研收集资料，探讨乡村旅游一种新的开发模式，它可以作为乡村旅游的补充，也可以作为水利旅游发展的新模式，形成一种新的旅游模式。将这种新的旅游开发模式运用到解决库区移民的产业转型问题。
[Abstract]:The utilization of new resources in the construction of water conservancy and the future survival of immigrants in the reservoir area have always been the practical problems to be solved urgently by the national and local governments. Rural tourism on the path of sustainable development of tourism is the best choice. How to develop the industry after emigration in the reservoir area and how to ensure that the immigrants do not return to poverty is a problem that the Party and the government pay close attention to. This paper takes Xiaolangdi reservoir area as an example to discuss the advantages and characteristics of rural tourism development in the reservoir area and the experience model. Rural tourism is a new form of tourism in China in recent years. The development level and scale of rural tourism are very different from each other according to their own tourism resources. Rural tourism is a tourism project with great market prospect and development potential, which will play a positive role in promoting the construction of new countryside. Because of the unique environment of the reservoir area, the development of rural tourism in the reservoir area is different from the general rural tourism. Because of the construction of the reservoir, a large area of land has been submerged. Most or some of the farmers in the reservoir area have lost the land on which they depend for survival, and the original production and life style has been broken, so it is very different from the traditional sense of the peasants. As a result, farmers in the reservoir area urgently need to adjust their industrial structure. Based on the research on the tourism in the reservoir area and the rural tourism at home and abroad, this paper analyzes the problem of the migration industry transfer in the reservoir area of our country, collects the data on the spot, and probes into a new development mode of the rural tourism. It can be used as a supplement to rural tourism, as well as a new model of water conservancy tourism development, which can be applied to solve the problem of industrial transformation of immigrants in the reservoir area.
