武陵山片区包容性旅游脱贫开发策略

【摘要】：基于"包容性发展"理论,以武陵山片区为研究对象,指出了该区域包容性旅游脱贫的开发优势,重点分析了其存在的问题:社会经济发展缓慢,基础设施薄弱;行政壁垒导致旅游脱贫整合难度较大;管理体制不健全,资金投入不足,贫困人口参与度不高;重开发轻保护较为严重,旅游环境面临挑战.由此提出的策略是:加大资金投入力度,完善配套措施,实现片区旅游稳健发展;协同协作,创新发展模式,打造特色品牌;引导贫困人口积极参与旅游脱贫开发,保障弱势群体基本权益;协调发展与保护关系,注重可持续发展,以期实现该区域脱贫发展,并未其他连片贫困地区的脱贫开发提供借鉴.
[Abstract]:Based on the theory of "inclusive development", taking the Wuling Mountain region as the research object, this paper points out the development advantages of inclusive tourism in this region, and analyzes the existing problems: the social and economic development is slow, the infrastructure is weak;Administrative barriers lead to difficult integration of tourism poverty relief; management system is not perfect, capital investment is not enough, poor people participation is not high; emphasis on development and light protection is more serious, tourism environment is facing challenges.The strategies put forward are: increase the investment of funds, perfect the supporting measures, realize the steady development of tourism in the region; cooperate with each other, innovate the development mode, build the characteristic brand; guide the poor people to actively participate in the development of tourism out of poverty.To protect the basic rights and interests of the vulnerable groups, coordinate the relationship between development and protection, pay attention to sustainable development, in order to achieve the development of poverty eradication in this region, but not other poverty-stricken areas to provide reference.
