在线旅游交易风险及其防控体系构建研究

【摘要】：近年来“旅游+互联网”热潮涌动,各路资本争相进入,使得我国在线旅游业的整体活力达到了一个前所未有的高度,带来好处的同时也带来了诸多风险,导致在线旅游的投诉率一直居高不下。因此研究在线旅游交易风险既能完善旅游风险理论,也为参与者敲响了警钟,同时为旅游监管和立法提供参考依据。本文基于风险管理理论和利益相关者理论,运用文献研究法和案例研究法。对国内外在线旅游交易风险的研究现状进行了分析,结合我国在线旅游交易发展状况,分析得出风险类型主要有旅游消费者、旅游商家和旅游平台三种;风险影响因素为参与者自身、利益相关者、市场、信用、产品、内部和法律等;风险的形成原因与参与者自身、利益相关者、市场、法律和政策等息息相关;风险导致的结果有心理压力及经济、时间、信用、声誉、用户、人才方面的损失。同时,通过收集整理案例数据,分析出在线旅游交易风险具有不确定、缺乏控制和易消失的特征,旅游消费者、商家和平台的主要风险类型及占比,最终论证上述观点。综合以上风险内容,分析了我国现有的在线旅游交易风险防控措施后,针对性构建在线旅游交易风险防控体系。从参与者角度出发,按在线交易事前、事中、事后三个阶段进行风险预防、控制和处理;从政府层面出发,提出风险控制制度、监管职能、风险数据中心和旅游法律制度等方面的防控措施。
[Abstract]:In recent years, with the upsurge of "tourist Internet" and the rush of capital from various sources, the overall vitality of China's online tourism industry has reached an unprecedented height, bringing benefits as well as many risks. As a result of online travel complaints rate has been high. Therefore, the study of online tourism transaction risk can not only perfect the theory of tourism risk, but also serve as a wake-up call for participants, and at the same time provide reference for tourism regulation and legislation. Based on risk management theory and stakeholder theory, this paper applies literature research and case study. The research status of online tourism transaction risk at home and abroad is analyzed. Combined with the development of online tourism transaction in China, it is concluded that there are three main types of risk: tourist consumers, tourism merchants and tourism platforms. Risk factors are participants themselves, stakeholders, market, credit, products, internal and legal factors, the formation of risk is closely related to the participants themselves, stakeholders, markets, laws and policies, etc. The result of risk is psychological stress and loss of economy, time, credit, reputation, user, talent. At the same time, by collecting and sorting out the case data, the paper analyzes the characteristics of online tourism transaction risk with uncertainty, lack of control and easy to disappear, the main risk types and the proportion of tourism consumers, merchants and platforms, and finally demonstrates the above views. After analyzing the existing risk prevention and control measures of online tourism transaction in China, the paper constructs the risk prevention and control system of online tourism transaction. From the perspective of participants, risk prevention, control and handling are carried out according to the three stages of online transaction before, during and after the transaction; from the government level, the risk control system and supervision function are put forward. Risk data center and tourism legal system and other aspects of prevention and control measures.
