苍南县休闲农业发展研究

【摘要】：休闲农业是贯穿于第一、二、三产业，融合生产、生活和生态功能，紧密连结农业、农产品加工业、服务业的新型农业产业形态和新型消费业态。近几年，随着苍南大力推进浙台（苍南）经贸合作区平台建设，与台湾的休闲农业合作项目也日益增多，已有台商投资或台资与本地企业合作投资的阿里山农庄、锦丰农业、日月潭等台商农业项目在苍南投资初成规模，投资创业取得初步成效。为此,本文通过查阅休闲农业相关文献、考察苍南休闲发展实体、立足于苍南县休闲农业发展现状展开论述，重点阐述了苍南县发展休闲农业的优势、劣势、机遇与挑战，探讨了苍南县休闲农业发展的内、外部环境和苍南休闲农业发展的机遇和挑战，进而得出研究成果：认为苍南县发展休闲农业具有深厚的基础和适逢难得的发展机遇。苍南县政府对休闲农业发展的大力扶持和政策引导，也给苍南县休闲农业的进一步发展提升创造新的机遇。首先，笔者通过运用文献综合分析方法，对当前国内外有关休闲农业的学术研究成果进行了综合论述，从而界定了本文所研究的休闲农业的相关概念，介绍了国内外休闲农业的开发模式、功能、特点及成功经验与启示。在此基础上，得出苍南县发展休闲农业的背景和意义。其次，笔者在深入调研的基础上，掌握了苍南农业和休闲农业发展总体概况。在此基础上，运用SWOT分析法，对苍南休闲农业内外部条件的进行了充分比较和分析，笔者认为苍南县发展休闲农业具有得天独厚的自然文化资源优势和浙江南大门的区位优势，还有浙江省首个省级对台合作平台浙台（苍南）经贸合作区的平台优势，开展全方位、多层次、宽领域开展对台现代农业合作，能有效促进苍南休闲农业逐步走上规范化发展的道路。同时，苍南发展休闲农业，还存在基础设施比较薄弱，生产条件差；从业人员素质偏低，经营能力不够强；地方财力薄弱，发展缺乏后劲等问题，另外还面临周边地区休闲农业发展的同业竞争，非农业建设用地扩张排挤了农业用地指标，休闲农业项目发展只能依靠现有的要素资源，通过资源配置优化，增加项目内涵来发展，因此发展的进度受到土地要素的制约会越来越明显。论文最后，立足苍南县当地休闲农业发展现状，通过典型案例实践调查分析，依据休闲农业相关基础理论，得出了与苍南本地休闲农业进一步发展相适应的对策措施：合理规划布局，完善苍南休闲农业开发格局；健全组织领导体系，加强政府引导和督促；完善体制机制，加强资金、土地、人才等要素支撑；注重旅游宣传，，营造发展休闲农业的良好氛围。
[Abstract]:Leisure agriculture is a new form of agricultural industry and a new form of consumption which runs through the first, second and third industries, integrates production, life and ecological functions, closely links agriculture, agricultural product processing industry and service industry. In recent years, with Cangnan vigorously promoting the platform construction of Zhejiang and Taiwan (Cangnan) economic and trade cooperation zone, the number of leisure agricultural cooperation projects with Taiwan has increased day by day. Sun Moon Lake and other Taiwanese agricultural projects in Cangnan initial investment scale, investment entrepreneurship achieved initial results. Therefore, through consulting the relevant documents of leisure agriculture, this paper investigates the leisure development entity in Cangnan County, discusses the current situation of leisure agriculture development in Cangnan County, and focuses on the advantages, disadvantages, opportunities and challenges of the development of leisure agriculture in Cangnan County. This paper probes into the internal and external environment of the development of leisure agriculture in Cangnan County and the opportunities and challenges of the development of leisure agriculture in Cangnan County, and draws the conclusion that the development of leisure agriculture in Cangnan County has a deep foundation and a rare opportunity for development. The strong support and policy guidance of the Cangnan county government for the development of leisure agriculture also creates new opportunities for the further development and promotion of the leisure agriculture in Cangnan County. First of all, by using the method of literature comprehensive analysis, the author comprehensively discusses the current academic research results of leisure agriculture at home and abroad, and defines the related concepts of leisure agriculture studied in this paper. This paper introduces the development mode, function, characteristics, successful experience and enlightenment of leisure agriculture at home and abroad. On this basis, the development of leisure agriculture Cangnan County background and significance. Secondly, on the basis of in-depth investigation, the author grasps the general situation of Cangnan agriculture and leisure agriculture development. On this basis, the author makes a full comparison and analysis of the internal and external conditions of Cangnan leisure agriculture by means of SWOT analysis. The author thinks that the development of leisure agriculture in Cangnan County has the unique advantages of natural and cultural resources and the location advantage of Zhejiang Nanmen. There is also the platform advantage of Zhejiang Province's first provincial platform for cooperation with Taiwan (Cangnan) economic and trade cooperation zone, which develops all-round, multi-level, and wide-ranging modern agricultural cooperation with Taiwan. Can effectively promote the leisure agriculture in Cangnan step by step on the road of standardized development. At the same time, the development of leisure agriculture in Cangnan still has some problems, such as relatively weak infrastructure, poor production conditions, low quality of practitioners, insufficient management capacity, weak local financial resources, and lack of stamina in development, and so on. In addition, it also faces competition in the development of leisure agriculture in the surrounding areas. The expansion of non-agricultural construction land excludes the indicators of agricultural land. The development of leisure agriculture projects can only rely on the existing factor resources and optimize the allocation of resources. Increase the content of the project to develop, so the progress of development will be restricted by the land elements will become more and more obvious. Finally, based on the current situation of local leisure agriculture in Cangnan County, through the investigation and analysis of typical cases, according to the basic theory of leisure agriculture, The countermeasures and measures suitable for the further development of local leisure agriculture in Cangnan are obtained, such as rational planning and layout, perfecting the pattern of development of leisure agriculture in Cangnan, perfecting the organization and leadership system, strengthening the guidance and supervision of the government, perfecting the system and mechanism, strengthening the funds, Land, talent and other elements support; pay attention to tourism publicity, to create a good atmosphere for the development of leisure agriculture.
