兵团红色文化培训中心项目技术经济评价

【摘要】：新疆生产建设兵团农十四师四十七团位于塔克拉玛干沙漠南缘和昆仑山北麓的喀拉喀什河冲积平原，地处和田地区墨玉县境内,距和田市59公里,距墨玉县37公里。四十七团拥有丰富的红色旅游资源，且具有较高的等级，分布比较集中，具有较大的开发潜力。在兵、师党委的坚强领导下，四十七团党委紧紧围绕“开放的四十七团，美丽的红色军垦文化”这一主题发展旅游产业，带领全团广大干部职工走出了一条“红色军垦文化旅游”战略之路。本文采用研究方法主要包括：文献查询、实地调查、定量与定性分析、归纳总结和实证研究等方法。以兵团红色文化培训中心项目为研究对象，研究内容主要包括以下五部分：第一是绪论部分，包括兵团红色文化培训中心项目的相关背景研究以及相关理论基础。第二部分为项目的经济效益分析，是本课题的主要部分。主要阐述项目概况，并对其进行投资估算、成本费用估算以及盈利水平估算，分别运用静态和动态技术经济评价就项目可行性进行分析。第三部分为环境保护评价，包括项目环境现状，，以及拟采取的环境保护管理措施。第四部分就该项目进行风险分析，并提出控制方案。第五部分为兵团红色文化培训中心项目的综合评价，从项目的经济效益，社会效益和环境保护三方面进行评价。经过技术经济评价，兵团红色文化培训中心投资后，静态回收期为9.13年，小于投资者预期10年，静态投资收益率为12.5%。按照行业基准收益率5%，净现值NPV=555.76，大于零，动态内部收益率为11.36%，明显高于行业基准收益率5%，项目具有可观的经济效益，项目可行。
[Abstract]:The 47 regiment of the 4th Agricultural Division of Xinjiang production and Construction Corps is located in the Karakash River alluvial plain in the southern margin of Taklamakan Desert and the northern foot of Kunlun Mountains. It is located in Moyu County of Hotan region, 59 kilometers from Hotan City and 37 kilometers from Moyu County. The 47 regiment is rich in red tourism resources, and has a higher grade, more concentrated distribution, and has a great potential for development. Under the strong leadership of the military and division party committees, the party committees of the 47 regiment tightly developed the tourism industry around the theme "Open 47 Regiment, beautiful Red Army Reclamation Culture," Leading all cadres and workers out of a "Red Army Reclamation Culture Tourism" strategic road. The research methods used in this paper include: literature inquiry, field investigation, quantitative and qualitative analysis, summary and empirical research. Taking the project of Bingtuan Red Culture training Center as the research object, the research content mainly includes the following five parts: the first part is the introduction part, including the related background research and the related theoretical basis of the project of the Bingtuan Red Culture training Center. The second part is the economic benefit analysis of the project, which is the main part of this subject. This paper mainly describes the general situation of the project, and carries on the investment estimate, the cost estimate and the profit level estimate to it, respectively uses the static and the dynamic technical economic evaluation to carry on the analysis to the project feasibility. The third part is the assessment of environmental protection, including the environmental status of the project, and the environmental protection management measures to be taken. The fourth part carries on the risk analysis to this project, and proposes the control plan. The fifth part is the comprehensive evaluation of the project of the Red Culture training Center of Bingtuan, which is evaluated from three aspects: economic benefit, social benefit and environmental protection. After technical and economic evaluation, the static payback period is 9.13 years, which is less than the 10 years expected by investors, and the static investment yield is 12.5%. According to the industry benchmark rate of return, the NPV value is 555.76, more than zero, and the dynamic internal return rate is 11.36, which is obviously higher than the industry benchmark rate of return 5. The project has considerable economic benefits and the project is feasible.
