内蒙古旅游业结构转型研究

【摘要】:我国经济正处于由高速增长向中高速增长转变的新常态时期,国家经济平缓下行、各大行业发展逐步放慢。在这样的背景下,2016年我国旅游总收入达到4.69万亿元,同比增长13.6%,成为经济发展的一大亮点。根据联合国世界旅游组织的测算,2016年我国旅游业对国民经济综合贡献程度达到11%,对社会就业综合贡献程度超过10.26%,与世界平均水平持平,这使得旅游业成为各个区域发展战略的重中之重。2008年,国家旅游局在全国旅游会议上明确指出,实现旅游业的转型升级是促进中国旅游业又好又快发展的关键。2014年,国务院发布了《国务院关于促进旅游业改革发展的若干意见》,强调转变旅游业发展方式的重要性,进一步明确了旅游业改革的关键作用。可见,在我国经济新常态的宏观背景下,旅游业只有通过不断改革、转型升级才能取得长足的进步。内蒙古作为中国东西跨度最广的省份,旅游资源极其丰富。虽然近年来内蒙古旅游业有了一定的发展,但由于产业结构不合理,内蒙古旅游业与旅游发达的省份相比仍有很大差距,旅游总人数和总收入在全国各省区中一直处于倒数五六位。为改变这一状况,促进内蒙古旅游业又好又快地发展,旅游业结构转型势在必行。基于此,本文对内蒙古旅游业的结构状况进行了研究,以产业结构理论、产业转型理论、经济增长理论和供求理论为理论依据,以内蒙古旅游业发展总量指标、客源结构、收入结构、产品结构和主体行业结构状况为现实依据,通过新常态的影响、旅游业的竞争压力和旅游业结构内部存在的问题三方面原因揭示了内蒙古旅游业结构转型的必要性,最后提出了包括构建服务型政府、扩展客源市场、提升旅游产品品质、协调内部行业结构以及全面推进智慧旅游工程在内的五项具体措施来促进内蒙古旅游业结构的转型。
[Abstract]:China's economy is in the new normal period of transition from high speed growth to medium high speed growth. The national economy is declining slowly and the development of various major industries is slowing down gradually. Against this background, China's total tourism revenue reached 4.69 trillion yuan in 2016, an increase of 13.6 percent over the same period last year, making it a bright spot for economic development. According to the estimates of the United Nations World Tourism Organization, the comprehensive contribution of tourism to the national economy reached 11% in 2016, and the comprehensive contribution to social employment exceeded 10.26%, which is equal to the world average level. This has made tourism a top priority in the development strategies of all regions. In 2008, the National Tourism Administration made it clear at the National Tourism Conference that the transformation and upgrading of tourism is the key to promoting the sound and rapid development of China's tourism industry. In 2014, The State Council has issued some opinions on promoting the reform and development of tourism industry, emphasizing the importance of changing the mode of tourism development, and further clarifying the key role of tourism reform. It can be seen that under the background of the new normal economy, tourism can make great progress only through continuous reform, transformation and upgrading. As the most extensive province in east and west of China, Inner Mongolia is rich in tourism resources. Although the tourism industry in Inner Mongolia has developed to a certain extent in recent years, due to the unreasonable industrial structure, there is still a big gap between the tourism industry in Inner Mongolia and the provinces where tourism is developed. The total number of tourists and total income in the country's provinces and districts have been in the bottom five to six. In order to change this situation and promote the development of Inner Mongolia tourism, it is imperative to transform tourism structure. Based on this, this paper studies the structure of tourism in Inner Mongolia, based on the theory of industrial structure, the theory of industrial transformation, the theory of economic growth and the theory of supply and demand, the index of the total amount of tourism development in Inner Mongolia, and the structure of tourist resources. Income structure, product structure and main industry structure are the realistic basis. Through the influence of the new normal, the competitive pressure of tourism industry and the problems existing inside the tourism structure, the paper reveals the necessity of the structural transformation of tourism in Inner Mongolia. Finally, five concrete measures are proposed to promote the transformation of tourism structure in Inner Mongolia, including the construction of service-oriented government, the expansion of tourist market, the improvement of tourism product quality, the coordination of internal industry structure and the promotion of intelligent tourism engineering in an all-round way.
