搞好调查研究贵在“三下”

【摘要】：正对于一个领导者来说,没有调查研究,就意味着没有决策权、领导权和工作主动权.对此人们的认识是一致的,但真正做起来,不是挤不出时间,就是容易走马观花,流于形式.河南省南阳市委书记李清彪在担任市里主要领导两年多时间里,跑遍了南阳200多个乡镇和100多个骨干企业,许多思路和决策就是在这个过程中形成的,从而尝到了深入实际调查研究的甜头.谈及体会,他说——
[Abstract]:For a leader, the absence of research means no decision-making, leadership and work initiative. People's understanding of this is the same, but the real thing to do, either can not squeeze out of time, or easy to go around, mere formality. Li Qingbiao, secretary of the Nanyang Municipal Party Committee of Henan Province, has spent more than two years as the main leader of the city, running over more than 200 townships and more than 100 backbone enterprises in Nanyang, and many ideas and decisions were formed in this process. Thus tasted the sweetness of in-depth investigation and research. Talking about the experience, he said-
