【摘要】：在德国、美国、日本等国,秘书有时被认为是政府机构或企业的"第二权力",或者被形容为"秘书力"。为防止他们借力形成"隐形特权阶层",这些国家对秘书这一职位做了种种法律与制度上的严格限制。
[Abstract]:In Germany, the United States, Japan and other countries, secretaries are sometimes considered the "second power" of government agencies or enterprises, or described as "secretarial power". In order to prevent them from forming an "invisible privileged class", these countries imposed strict legal and institutional restrictions on the post of secretary.
