[Abstract]:In Germany, the United States, Japan and other countries, secretaries are sometimes considered the "second power" of government agencies or enterprises, or described as "secretarial power". In order to prevent them from forming an "invisible privileged class", these countries imposed strict legal and institutional restrictions on the post of secretary.
