泰安市服务业发展过程中政府职能作用研究

【摘要】：随着世界经济社会的快速发展,传统的发展方式已经发生了根本改变,服务业已成为大部分发达国家和地区的支柱型产业。服务业增加值占国内生产总值比重多少已经成为衡量一个地区社会现代化程度的重要标志。因为服务业具有高附加值、高效率、低能耗、低排放的特点,中国各地政府也开始越来越重视推动当地服务业的发展,并取得了良好效果。泰安市作为中国三线城市的代表,经济基础较弱,但自然文化资源丰富。服务业的发展是其积极推进经济结构调整,缓解能源资源短缺带来的瓶颈制约,提升城市竞争力和综合实力,营造优美宜居城市的关键着力点。因此,本文以泰安市为例研究地方政府如何在服务业发展过程中充分发挥职能,对于指导泰安市以及全国类似城市如何更进一步发挥政府职能,加快发展服务业具有重要意义。本文在研读学习国内外相关研究的基础上,阐述了服务业和政府职能的有关概念和理论,并重点论述了政府在产业发展中不可忽视的职能作用。接着通过具体的数据和图表对比,文章阐述了泰安市目前服务业发展的现状,总结了泰安市服务业发展过程中存在的问题,归纳了泰安市政府在服务业发展过程中所扮演的角色和起到的作用,并从政府职能发挥角度着重分析了泰安市政府在服务业发展过程中存在的不足。最后,通过借鉴国内外先进城市政府推动服务业发展的成功经验,结合泰安市实际,最终对泰安市政府在如何进一步推进服务业发展,正确充分发挥政府职能上提出了科学、可行的对策和建议。
[Abstract]:With the rapid development of the world economy and society, the traditional mode of development has been fundamentally changed. Service industry has become the pillar industry of most developed countries and regions. The value added of service industry as a proportion of GDP has become an important symbol to measure the degree of social modernization in a region. High added value. With the characteristics of high efficiency, low energy consumption and low emissions, Chinese governments have also begun to pay more and more attention to promoting the development of local service industries, and have achieved good results. Tai'an City is the representative of China's third-tier cities. The economic base is weak, but the natural and cultural resources are rich. The development of the service industry is to actively promote the economic structure adjustment, alleviate the bottleneck constraints brought by the shortage of energy resources, enhance the competitiveness and comprehensive strength of the city. Therefore, this paper takes Taian City as an example to study how the local government can give full play to its functions in the process of service industry development. For the guidance of Taian City and similar cities in the country how to further play the role of government and accelerate the development of the service industry. This paper is based on the study of domestic and foreign related research. This paper expounds the relevant concepts and theories of service industry and government functions, and focuses on the functions that can not be ignored by the government in the development of industry. This paper expounds the present situation of the development of the service industry in Taian City, summarizes the problems existing in the development of the service industry in Taian City, and sums up the role and role of the Taian City Government in the development of the service industry. And from the perspective of government functions, the paper analyzes the shortcomings of Taian city government in the process of service industry development. Finally, by learning from the successful experience of advanced city governments at home and abroad to promote the development of service industry. Combined with the actual situation of Taian City, the author puts forward scientific and feasible countermeasures and suggestions on how to further promote the development of service industry and how to give full play to the functions of the government.
