当代中国公民慈善意识培育研究

【摘要】：公民慈善意识作为影响慈善事业发展的最深层因素以及公民意识的重要组成,对中国慈善事业的振兴和公民自身的发展起着重要作用。它不仅是社会文明进步的象征,也是促进慈善事业发展的先决条件,对社会道德提高、和谐社会建设及公民自身的幸福与发展都有重大意义。我国经济与文化正处于高速发展阶段,公民的慈善意识也在逐步强化,并取得了突破性进展。公民慈善意识总体上呈现稳步提升的发展态势,对待重大突发事件时,公民表现出高涨的慈善热情,慈善事件的关注度得到大幅提升,青少年正成为慈善公益事业的潜在参与主体。然而,在这些成就背后,依然存在着很多滞后于社会发展需求的不尽如人意之处,主要是由于当前社会文化现实处于转型期,建国以来国家在经济政治方面的失误造成社会大众的慈善意识薄弱,慈善法制的不完善,以及慈善组织缺乏公信力等。因此,探索出适合国情的当代中国公民慈善意识培育之路,进而推动当代中国特色社会主义慈善事业的健康发展就显得尤为重要。以“慈善文化广泛传播,公民的慈善理念、企业的社会责任普遍增强,慈善潜能得到激发,普遍认同并参与慈善活动,基本形成慈善事业高尚的社会氛围”为目标,坚持公民慈善意识培育理念的科学化、培育过程的实践化、培育对象的种类化、培育内容的层次化原则。根据慈善意识培育的不同视角,从传统角度入手,传承我国优质的传统文化,在此前提下取其精华去其糟粕,且用当代的价值理念对其进行阐释与提升;从国际视角着手,批判地吸收和借鉴全球的慈善伦理理念;最重要的是应当立足于现实,立足于当前我国公民对慈善事业的现状和对慈善事业本身的认识,从这三个方面努力探索当代中国公民慈善意识培育路径,提高公民慈善意识,培育社会慈善理念,发展现代慈善事业。
[Abstract]:Citizen's charity consciousness is the deepest factor that affects the development of charity and the important component of citizen's consciousness. It is not only a symbol of the progress of social civilization, but also a prerequisite for the development of philanthropy, and the improvement of social morality. The construction of harmonious society and the happiness and development of citizens themselves are of great significance. The economy and culture of our country are in the stage of rapid development, and citizens' sense of charity is being strengthened step by step. And has made a breakthrough. The general sense of civic charity presents a steady development trend, when dealing with major emergencies, citizens show a high level of charity enthusiasm, charity events attention has been greatly enhanced. Young people are becoming the potential participants in philanthropic public welfare. However, behind these achievements, there are still many unsatisfactory aspects that lag behind the needs of social development. Mainly due to the current social and cultural reality is in the transition period, the national economic and political mistakes since the founding of the country, resulting in the weak sense of charity of the public, charity legal system is not perfect. As well as the lack of credibility of charitable organizations and so on. Therefore, to explore a suitable national conditions of contemporary Chinese citizens to cultivate the road of charity awareness. And then to promote the healthy development of the socialist charity with Chinese characteristics is particularly important. "Charitable culture is widely spread, citizens of the concept of charity, corporate social responsibility is generally enhanced." The potential of charity has been inspired, universally recognized and participated in charitable activities, basically formed a noble social atmosphere of charity as the goal, adhere to the concept of civic charity awareness of scientific cultivation, cultivation process of practice. According to the different perspectives of the cultivation of charity consciousness, starting from the traditional point of view, inheriting the high quality traditional culture of our country, under this premise, take its essence to get rid of its dregs. And use the contemporary value concept to explain and promote it; From the international perspective, critically absorb and draw lessons from the global ethics of philanthropy; The most important is to base on the reality, based on the current situation of Chinese citizens to charity and charity itself, from these three aspects of efforts to explore the cultivation of contemporary Chinese citizens' philanthropic awareness path. Raise citizen charity consciousness, cultivate social charity idea, develop modern philanthropy.
