云南省经济发达镇行政管理体制改革探索

【摘要】：改革开放以来,随着我国城镇化进程的快速推进,一些自然禀赋好、地理区位优越、产业基础发达、发展空间较大的乡镇得到了充分的发展,不断聚集资本、劳动力、技术等生产要素,迅速发展成为一些区域性的经济发达镇,其在经济总量、人口数量、城镇化率、社会管理等方面甚至已经接近于一个中等城市的体量。然而随之带来的就是现行的乡镇行政管理体制与经济社会发展不相适应的矛盾较为突出,为了促进经济发达镇科学发展,破解经济发达镇的体制束缚,进而更好地促进本地区经济社会的发展,形成以点带面的良好发展格局,按照中央对经济发达镇行政管理体制改革的工作思路,积极探索我省经济发达镇行政管理体制改革工作。
[Abstract]:Since the reform and opening up, with the rapid progress of urbanization in China, some villages and towns with good natural endowment, superior geographical location, developed industrial foundation and larger development space have been fully developed and have been gathering capital. The factors of production, such as labor force, technology and so on, develop rapidly into some regional economically developed towns, which are in the economic aggregate, the population quantity, the urbanization rate. Social management and other aspects have even been close to the volume of a medium-sized city. However, the resulting contradiction between the current township administration system and economic and social development is more prominent. In order to promote the scientific development of economically developed towns, break through the institutional shackles of economically developed towns, and further better promote the economic and social development of the region, forming a good pattern of development. According to the central government's idea of reforming the administrative management system of the economically developed towns, this paper actively explores the reform of the administrative management system of the economically developed towns in our province.
