我国城市治理能力评估与提升路经研究

【摘要】:1990年以来,随着全球化的进展,资本和人力在全球范围内的流动不断加速,全球城市体系建立,城市间的竞争也愈加激烈。在此背景下,对城市管理变革的研究主要分为两个层面:其一,关注城市的竞争以及如何构建自身的竞争优势;其二,关注城市内部的权利、结构发展,探讨城市政府如何转型和定位,而城市治理正是后者一个极为重要的研究领域。深入剖析城市治理基础理论,挖掘城市治理机制和内涵,总结归纳城市治理结构和模式特点,探究城市治理新路径,这对于提升我国城市治理能力具有十分重要的意义。本文在对国内外相关文献综述和评价的基础上,尝试对城市治理能力做出定义,通过对城市治理能力体系的机理进行深入分析,总结归纳出公平、透明度、效能、参与和法治是影响治理主体的五大因素,探讨五大因素间相互影响关系,构建城市治理能力耦合机制。在有机结合城市价值收益和城市治理能力的前提下,以及参考很多学者的相关研究,确定治理能力指标体系的方法是层次分析法,并通过专家赋值确定每一个指标的权重,最后使用指标体系对不同城市的治理能力进行科学计量,得出我国19个重点城市治理能力的年度变化以及位序情况。而计量结果的分析主要来自三个维度:城市治理能力的纵向年度变化比较分析,借以观测年份因素对城市间治理能力是否产生影响;不同重点城市的横向比较分析,对我国不同行政等级城市的优劣势进行分析,为后文进一步探讨不同行政等级城市的治理能力做准备;对治理能力不同分项指标进行深入研究,并通过国家地图形式进行直观反映分项指标得分情况,考察重点城市在不同分项指标得分的年度变化,分析产生这种变化的原因。本文分析不同城市治理能力变化的原因,讨论影响治理主体价值收益大小的主要因素,以及不同影响因素之间可能存在的耦合机制,借此得出不同城市治理主体、不同等级城市提升城市治理能力的建议。本文认为,城市政府注重公平和透明度,企业关注效能,居民注重法治,NGO团体更多参与治理事务能更有效的提升城市治理能力。而不同行政等级城市的治理能力提升路径也不同:直辖市靠“疏”,疏通各项资源,提高资源的利用效率,更多的注重公平;计划单列市靠“争”,继续活跃市场经济,加大外向经济的参与程度,综合提高城市治理能力;其余副省级城市靠“稳”,尽量发挥区域性中心城市功能,承接发达城市产业转移,有条不紊的推进城市治理。
[Abstract]:Since 1990, with the progress of globalization, the flow of capital and human resources has been accelerating, the global urban system has been established and the competition between cities has become increasingly fierce. The research on urban management reform is divided into two levels: one is to pay attention to the competition of the city and how to build its own competitive advantage, the other is to pay attention to the rights and the development of the structure within the city, and to discuss how the city government can transform and position itself. Urban governance is just one of the most important research fields of the latter. It deeply analyzes the basic theory of urban governance, excavates the mechanism and connotation of urban governance, summarizes and summarizes the characteristics of urban governance structure and mode, and probes into the new path of urban governance. This is of great significance for improving the ability of urban governance in China. Based on the review and evaluation of relevant literature at home and abroad, this paper tries to define the ability of urban governance. Through in-depth analysis of the mechanism of urban governance capacity system, it is concluded that fairness, transparency, efficiency, participation and rule of law are the five major factors that affect the main body of governance. Constructing the coupling mechanism of urban governance ability. Under the premise of organically combining the urban value and income with the city governance ability, and referring to the related research of many scholars, the method of determining the index system of governance ability is analytic hierarchy process (AHP). The weight of each index is determined by the expert assignment, and the scientific measurement of the governance ability of different cities is carried out by using the index system. The annual changes and order of governance capacity of 19 key cities in China are obtained, and the analysis of measurement results mainly comes from three dimensions: the comparative analysis of longitudinal annual changes of urban governance capacity, In order to observe whether the year factors have an impact on the ability of inter-city governance, and to analyze the advantages and disadvantages of different administrative grade cities in China, the horizontal comparative analysis of different key cities is carried out. In order to further discuss the governance ability of cities of different administrative levels, the paper makes a deep study on the different sub-indexes of governance ability, and directly reflects the score of sub-indexes through the form of national map. This paper analyzes the reasons of the change of the governance ability of different cities, and discusses the main factors that affect the value and income of the main body of governance. As well as the possible coupling mechanism among different influencing factors, this paper draws some suggestions on how to improve the ability of urban governance by different urban governance bodies and different levels of cities. This paper holds that city governments pay attention to fairness and transparency, and enterprises pay attention to efficiency. Residents pay more attention to the rule of law and NGO groups can more effectively enhance the ability of urban governance. And different administrative levels of the city governance ability enhancement path is also different: municipalities rely on "sparse", dredge all kinds of resources, improve the efficiency of resource use, More attention should be paid to fairness; cities with separate plans should rely on "contention", continue to enliven the market economy, increase the degree of participation in the outward economy, and comprehensively improve the ability of urban governance; and the remaining sub-provincial cities should rely on "stability" and try their best to give play to the functions of regional central cities. Undertake the industrial transfer of developed cities, methodically promote urban governance.
