现代政府治理视域下的行政不作为及其治理

【摘要】：行政不作为是我国政府的顽疾,从现代政府治理的视角看,行政不作为是行政部门及其人员不能适应或者不愿适应现代政府治理理念与模式,缺乏现代公共精神,不讲现代职业道德,缺乏现代政府治理的基本知识、技术与能力,有意或者无意不履行行政职责,在其位不谋其政的不良甚至错误的观念与行为。治理行政不作为,必须以现代政府治理理念推进思想文化领域的变革,创新治理理念,构建新型治理思维模式;培育现代公共行政精神,实现政府治理的公共理性复归;加强完善行政职业道德体系建设,促进职业道德体系的制度化、法治化,提高行政职业道德素质。同时,加强政府行政人员的基本业务技能知识的学习和治理技术工具的运用能力培养,提高治理主体的素质和能力。
[Abstract]:Administrative omission is the stubborn disease of our government. From the perspective of modern government governance, administrative omission is that the administrative department and its personnel can not adapt or do not want to adapt to the concept and mode of modern government governance, and lack the modern public spirit. Those who do not speak of modern professional ethics, lack the basic knowledge, technology and ability of modern government administration, intentionally or unintentionally fail to perform their administrative duties, do not seek their own administration in their own right, and have bad or even wrong ideas and actions. It is necessary to promote the reform of ideological and cultural fields with the concept of modern government governance, innovate the concept of governance, construct a new mode of thinking of governance, cultivate the spirit of modern public administration, and realize the restoration of public rationality of government governance. Strengthen and perfect the construction of administrative professional ethics system, promote the institutionalization of professional ethics system, rule by law, and improve the quality of administrative professional ethics. We should strengthen the learning of the basic technical knowledge of government administrators and the cultivation of the ability to use the technical tools of governance so as to improve the quality and ability of the main body of governance.
