行政审批中介管理制度:建设工程领域内地与香港的比较研究

【摘要】：行政审批中介管理制度是推动行政审批中介改革的重要内容之一。设计得当,政府监管到位的管理制度有利于行政审批中介成为有效的政府规制工具。本研究通过对比建设工程领域内地与香港行政审批中介管理制度,分析两地管理制度在资质设立基础、资质主体、管理主体、管理依据等方面的差异,指出内地行政审批中介管理制度以政府为主导,同时针对内地问题及香港经验提出对策建议。
[Abstract]:The administrative examination and approval intermediary management system is one of the important contents of promoting the reform of administrative examination and approval intermediary. The administrative examination and approval intermediary is an effective tool of government regulation. By comparing the administrative examination and approval intermediary management system between the mainland and Hong Kong in the field of construction engineering, this study analyzes the foundation of the establishment of the administrative examination and approval intermediary system in the two places in the field of construction engineering. This paper points out that the administrative examination and approval intermediary management system in the mainland is dominated by the government, and at the same time puts forward some countermeasures and suggestions for the problems in the mainland and the experience of Hong Kong.
