东乡族贫困人口社会救助研究

【摘要】：自十八大以来,党中央十分重视民族问题和民族工作。最近这些年,民族地区的经济社会发展取得了显著的成绩,然而存在的问题和困难依然十分严峻。民族地区虽然综合发展水平有所提升,但是由于多种原因其本身发展能力低下,所以在发展的过程中还存在很多不平衡不可持续的严重问题。例如民族地区的群众生活水平大幅度提高,可是仍然贫困人口多、贫困程度深;自然生态环境的恶化趋势得到有效遏制,可是环境治理难度却越来越大,仍然制约经济社会的发展等等困难和问题都显示,少数民族地区是全面建成小康社会的重点、难点和短板。因为民族地区的贫困问题突出,本人将研究对象锁定了甘肃省特有少数民族之一的东乡族,本研究通过对东乡族贫困人口社会救助体系的历史演变过程及国内外相关的经验借鉴的分析,阐述目前东乡族贫困人口社会救助的发展状况,解析现阶段东乡族存在的贫困问题,并且通过我国多年对东乡族实施的社会救助实践工作提出探讨提出完善东乡族聚居地东乡族自治县社会救助发展的对策建议。
[Abstract]:Since the 18 National Congress, the CPC Central Committee has attached great importance to ethnic issues and ethnic work. In recent years, remarkable achievements have been made in economic and social development in ethnic minority areas. However, the existing problems and difficulties are still very serious. Although the level of comprehensive development in ethnic areas has improved, but due to a variety of reasons, their own development capacity is low. Therefore, in the process of development, there are still many serious problems of imbalance and unsustainable. For example, the living standard of the people in ethnic areas has been greatly improved, but there are still a large number of people living in poverty and the degree of poverty is deep; The deterioration of the natural ecological environment has been effectively curbed, but it is becoming more and more difficult to manage the environment, which still restricts the development of the economy and society. All these difficulties and problems show that minority areas are the key to building a well-off society in an all-round way. Difficulties and shortcuts. Because the poverty problem in ethnic areas is prominent, I will focus on the Dongxiang people, one of the unique ethnic minorities in Gansu Province. Based on the analysis of the historical evolution of the social assistance system for the poor population of Dongxiang people and the relevant experience at home and abroad, this study expounds the development of social assistance for the poor population of Dongxiang nationality at present. This paper analyzes the poverty problems existing in Dongxiang nationality at present, and puts forward some countermeasures and suggestions to perfect the development of social assistance in Dongxiang Autonomous County, where the Dongxiang nationality is concentrated.
