论国家治理现代化视域中的文化治理

【摘要】：文化治理是国家治理体系和治理能力现代化的重要组成部分。文化的阶级性、相对独立性和建构性,决定了文化场域必然是国家将其意识形态和核心价值体系渗透于民众日常生产生活的重要载体。中国文化治理先后经历了以政治化为引导、以"市场化"为主的和以"福利化"为特征三个发展阶段,反应了国家文化治理不断寻求政府与市场、社会之间的合理关系、确定三者之间权利与义务边界的变迁历程。文化应该力求保持一种开放性、参与性、批判性的特质,在国家"管理逻辑"、社会"民本逻辑"、市场"效益逻辑"之间寻求一个互相制约与合作的平衡点。这不仅需要国家在文化领域保持宽容与协商的姿态,也需要引导社会文化力量发展壮大,并要对文化市场化的负面影响进行规制。
[Abstract]:Cultural governance is an important part of national governance system and modernization of governance ability. This determines that the cultural field must be an important carrier for the state to infiltrate its ideology and core value system into the daily production and life of the populace. China's cultural governance has been guided by politicization. The three stages of development characterized by marketization and welfare reflect the rational relationship between government, market and society, which is constantly sought by national cultural governance. Determine the evolution of the boundaries of rights and obligations between the three. Culture should strive to maintain an open, participatory and critical nature, In the national "management logic", the social "people-oriented logic", and the market "benefit logic" to seek a balance between mutual constraints and cooperation, this not only requires the country to maintain a culture of tolerance and consultation posture. We also need to guide the social and cultural forces to develop and strengthen, and to regulate the negative effects of cultural marketization.
