迈向协商:国家治理现代化的本土化价值与实践逻辑

【摘要】：协商民主在价值上追求公共治理中的民主真实性、成熟的公共理性与公共政策的合法性,因此,协商治理的本质是一种民主治理。协商话语实现了从西方民主到中国治理语境的价值转换,协商形式彰显了民主治理的工具性,协商结果提升了政府执政的合法性基础。从协商过程来看,国家治理具有多样态的本土价值。治理主体协商功能的高位推动是党政主导下体制内协商治理的基本方向,群众路线为基础的民主协商是中国特色国家治理体系在底层的有效执行,协商民主与国家治理的有机结合是国家治理能力提升的重要途径。建构协商治理体系的运作程式和实践原则,必须实现公共利益与个体利益的均衡配置,把握好行政主导与平等协商之间的平衡、政策试点与政策扩散之间的平衡。
[Abstract]:Deliberative democracy pursues democracy authenticity in public governance, mature public rationality and legitimacy of public policy in value. Therefore, the essence of consultative governance is democratic governance.Negotiation discourse realizes the value transformation from western democracy to Chinese governance context, the form of negotiation demonstrates the instrumentality of democratic governance, and the result of negotiation enhances the legitimacy foundation of government.From the point of view of the negotiation process, the governance of the country has the local value of various forms.The high promotion of the consultative function of the governing body is the basic direction of the consultative governance within the system under the guidance of the party and government, and the democratic consultation based on the mass line is the effective implementation of the national governance system with Chinese characteristics at the bottom.The organic combination of deliberative democracy and national governance is an important way to improve the ability of national governance.In order to construct the operating formula and practical principles of consultative governance system, we must realize the balanced allocation of public interest and individual interest, grasp the balance between executive-led and equal consultation, and balance between policy pilot and policy diffusion.
