环境群体事件中地方政府回应的优化研究

【摘要】：回应是一个政府的必备特性,作为公共服务的代表者,政府理应畅通公众的利益表达渠道,满足公众的需求。目前,我国的环境群体事件呈现不断的增长趋势,日益成为了地方政府的治理难题,考量着地方政府的回应能力。在现实中,地方政府漠视公众的环境诉求采取不作为式的回应,迫使民众走向了集体抗议的道路,这样带来的后果就是不仅引发了越来越多的环境群体事件,而且极易导致更多的社会冲突发生,造成社会的动荡不安。近年来,我国地方政府在回应环境群体事件中进行了积极的探索与尝试,然而,现阶段,我国地方政府回应环境群体事件的水平依然处于初级阶段,存在着回应理念缺位回应过程的制度化保障不足,回应低效等问题。那么如何优化当前政府回应环境群体事件中政府回应失范行为,推动地方政府在制度化框架下实现科学规范的回应,从而有效的解决与预防环境群体事件的发生,就是本文研究的课题。基于此,按照提出问题-分析问题-提出假设-论证假设的研究思路,通过结合我国地方政府在环境群体事件回应的应然状况和实然状况对比,发现研究问题;通过对问题的进一步提炼,提出地方政府回应环境群体事件的优化思路,进而对环境群体事件中我国地方政府职能性回应不足、制度回应缺位以及全线程回应失范这三个失范的方面进行优化、设计和论证,得出优化方案具有合理性和有效性的研究结论。
[Abstract]:Is the essential characteristic of a response to the government, as the representative of the public service, the government should expedite the public interest expression channel, meet the needs of the public. At present, China's environmental group events increased continuously, becoming the governance problems of local government, consider the local government's ability to respond in reality. The local government, ignoring the environmental demands of the public is not taken as the response, forcing people to protest the way, the consequences of this is not only caused more and more environmental group events, and will lead to more social conflict, cause the society turbulent. In recent years, local governments in China are explored and try, active in response to environmental group events in the present stage, however, China's local governments respond to environmental group events level is still at the primary stage, there is a back We should respond to the absence of ideas of security system lack of response and inefficient. So how to optimize the government's current government response to environmental group events in response to local government anomie behavior, promote the realization of scientific and standardized response in the institutional framework, so as to effectively solve and prevent environmental group events, is the subject of this paper. Based on this, according to the question analysis and put forward research ideas that demonstrated the hypothesis, by comparing the status and current situation ought to be combined with China's local government in response to environmental group events. The study found the problem; through further refinement of the problem, put forward the optimization idea of local government in response to environmental group events, local functional response the Chinese government and the environmental group events, and the absence of system response response to the three thread anomie anomie in optimization, Design and demonstration, and draw the conclusion that the optimization scheme is reasonable and effective.
