新疆城乡基本公共服务均等化问题与对策研究

【摘要】：2017年是十九大召开之年,更是全面建成小康社会的重要阶段。2017年3月,国务院公布《“十三五”推进基本公共服务均等化规划》,成为我国“十三五”、甚至未来很长一段时期统筹推进基本公共服务体系建设的全局性、根本性、建设性规划,将推进均等化当做首先要面对的难题。[1]然而这一问题伴随着城乡发展的不均衡产生,是一个长期性的难题。新疆位于我国西部,是边疆少数民族自治区,社会环境复杂,文化内容多元,基本公共服务均等化的推进有其复杂性和特殊性。本文采用文献综述法和对比分析法进行理论研究,以基本公共服务的相关概念及理论基础为起点,通过新疆城乡基本公共服务发展的现状描述,对其出现的问题进行分析,进一步探讨造成这种现象的原因,借鉴国内外推进城乡基本公共服务均等化发展的经验和启示,提出适合新疆基本公共服务均等化发展的对策。
[Abstract]:In March 2017, the State Council promulgated the 13th Five-Year Plan to promote Equalization of basic Public Services, which became the 13th Five-Year Plan of China. Even for a long period of time in the future, the overall, fundamental and constructive planning of the overall, fundamental, and constructive development of the basic public service system will be coordinated, and the promotion of equalization will be regarded as the first difficult problem to be faced. [1] however, this problem has been accompanied by an imbalance in the development of urban and rural areas. Is a long-term problem. Xinjiang, located in the west of China, is a borderland ethnic minority autonomous region with complex social environment, diverse cultural content, and the promotion of equalization of basic public services has its complexity and particularity. This article uses literature review method and comparative analysis method to carry on the theoretical research, taking the basic public service related concept and the theory foundation as the starting point, through the Xinjiang urban-rural basic public service development present situation description, carries on the analysis to its appearing question. This paper further discusses the causes of this phenomenon, draws lessons from the experience and enlightenment of promoting the equalization of urban and rural basic public services at home and abroad, and puts forward some countermeasures suitable for the development of equalization of basic public services in Xinjiang.
