【摘要】：随着社会的不断进步和发展,信息的重要性愈加得到人们的重视和普遍认可,并不断在社会生活的各个方面表现出来,作为公共资源的政府信息更是受到社会各界的广泛关注。随着近几年我国民众对政府信息公开的需求程度不断提高,政府信息公开这一课题已经成为我国学术界的研究热点。众所周知,政府信息公开是保障公民知情权、参与权和监督权的重要手段,同时也是实现我国政府向服务型、阳光型政府转型的必经之路。政府信息公开不仅有利于提高公共服务质量,也有助于我国政府适应当前的国际大环境,顺应当今社会的主流发展趋势,并为我国政府树立良好的国际形象做铺垫。自2008年5月,国务院颁布并实施了《中华人民共和国政府信息公开条例》之后,我国政府信息公开的领导体制和相关的法律法规得以不断完善,政府工作的开展更为透明化,信息公开的内容不断丰富,公开的渠道及方式也得以拓宽,以上种种进步都为我国的政治、经济和社会发展提供了强有力的推动作用。当前,我国的政府信息公开工作已经得到全方位的大力开展,工作成效日益突显。但是,从现阶段取得的实际效果来看,仍然存在一些现实问题需要改进。本文以铁岭市政府作为研究对象,在调查其信息公开工作实际开展情况的基础上,发现其中存在的问题及根本原因,找出能够切实解决这些问题的方法和措施,努力创造一个健康和谐的信息化环境,更好地为百姓服务。在写作过程中,笔者始终坚持理论联系实际,综合运用文献研究法、比较分析法、问卷调查法等研究方法,详细阐述政府信息公开的相关概念和理论基础,分析政府信息公开的必要性及意义,并整理了发达国家可借鉴的相关经验,选取了铁岭市政府作为主要研究对象,通过走访相关部门、与主要负责人员进行访谈以及对市民进行问卷调查等方式,对铁岭市政府信息公开的现状进行深入的调查研究,将调查结果进行整理和分析,进一步评估铁岭市政府信息公开工作的实际开展情况,找出其存在的问题,进而分析引发这些问题的原因,最终提出有针对性的建议与对策来改进和完善铁岭市政府信息公开工作。全文分为五个部分。第一部分为绪论,包括本文的研究背景和意义、国内外研究现状、研究内容和方法；第二部分为政府信息公开的理论阐述,主要针对政府信息公开的基本概念和理论基础作出解释,并分析政府信息公开的必要性和意义；第三部分对铁岭市政府信息公开的现状进行深入的调查研究,分析其工作取得的成就并找出存在的问题；第四部分以美国、日本等国家以及上海、北京等城市作为借鉴对象,重点研究其政府信息公开方面的先进经验；第五部分在借鉴政府信息公开成功经验的基础上,针对铁岭市政府所面临的问题,分析原因并提出相应的对策和建议。目前,我国学术界在政府信息公开的研究上缺少实证研究,大多以理论层面的研究为主,本文则采用了实证调研的方法,通过走访和问卷的形式对铁岭市政府的信息公开工作进行考察,从而得出了比较客观的结论,在此基础上分析信息公开工作中的问题及原因,从而提出具有针对性的改进对策和建议,在拓宽政府信息公开的研究视角方面起到一定的作用；另一方面,我国学者在选取研究对象时多把关注点放在中央政府层面,较少会进行地方政府层面的信息公开研究,而笔者在选取研究对象时将铁岭市政府作为本文的实证对象,深入分析其信息公开的现状,通过以点带面的分析为我国地方政府信息公开的研究提供借鉴作用,同时也使政府信息公开的研究内容得以丰富和充实。但由于笔者在写作过程中需要参考大量的法律法规和政策文献,使得在资料的获取方面面临不小的阻碍,这些难以获取的文献资料和数据给本文的创作带来了一定困难。由于缺乏相应的参考资料加上笔者自身能力的局限性,本文在对我国地方政府信息公开工作进行分析时难以做出定量分析。因此,本文在地方政府信息公开问题的分析和研究上还存在较为片面和浅显的缺陷。
[Abstract]:With the continuous progress and development of society, the importance of information has been paid more and more attention and universally recognized, and has been shown in all aspects of social life. The government information, as a public resource, has been paid more and more attention from all walks of life. With the increasing demand of public information on government information in recent years, The issue of government information disclosure has become a hot topic in the academic circles of our country. It is well known that the public information disclosure is an important means to guarantee the right to know, the right to participate and the right to supervise the citizens. It is also the only way to realize the transformation of the government to the service type and the sunshine type government. The public information disclosure is not only beneficial to the improvement of public service. Quality also helps our government to adapt to the current international environment, conforms to the mainstream trend of current social development, and paves the way for the establishment of a good international image for our government. Since May 2008, the State Council has promulgated and implemented the government information disclosure regulations of the People's Republic of China government, and the government information disclosure leadership system and phase of our government The relevant laws and regulations have been constantly improved, the work of the government is more transparent, the content of the information is constantly enriched, and the open channels and ways are widened. All the above advances have provided a strong impetus to the political, economic and social development of our country.
At present, the government information public work in our country has been carried out in all directions, and the results of the work are becoming more and more obvious. However, from the actual results obtained at the present stage, there are still some practical problems to be improved. This paper takes the Tieling municipal government as the research object, on the basis of investigating the actual situation of its information public work. The existing problems and fundamental reasons are found, and the methods and measures to solve these problems can be found out, and a healthy and harmonious information environment can be created to better serve the people.
In the process of writing, I always adhere to the theory and practice, comprehensive use of literature research, comparative analysis, questionnaire survey and other research methods, elaborate the relevant concepts and theoretical basis of government information disclosure, analyze the necessity and significance of government information disclosure, and organize the related experiences that the developed countries can learn from, and select the iron. As the main research object, the government of Ling City, through interviews with the relevant departments, interviews with the main responsible personnel and the questionnaire survey of the citizens, makes an in-depth investigation and Research on the present situation of the information disclosure of Tieling municipal government, and then collate and analyze the results of the investigation, and make a further assessment of the reality of the information public work of the Tieling municipal government. To carry out the situation, find out its existing problems, and then analyze the causes of these problems, and finally put forward pertinent suggestions and Countermeasures to improve and improve the information disclosure work of Tieling municipal government.
The full text is divided into five parts. At present, the academic circles in our country lack empirical research on the research of government information disclosure, most of which are mainly based on theoretical research. This article uses an empirical research method to investigate the information public work of Tieling municipal government through the form of visits and questionnaires, so as to draw more objective conclusions and analyze the information on this basis. The problems and reasons in the public work are put forward, and the pertinent countermeasures and suggestions are put forward, which play a certain role in widening the research perspective of government information disclosure. On the other hand, Chinese scholars have put more attention on the central government level when choosing the research objects, and less information will be carried out at the level of local government. After the study, the author takes the Tieling municipal government as the empirical object of this paper, deeply analyzes the present situation of its information disclosure, and provides a reference for the research of the local government information disclosure by point of view, and also enriches and enriches the research content of the government information disclosure.
However, as the author needs to refer to a large number of laws and regulations and policy documents in the process of writing, it is difficult to obtain some difficulties in the acquisition of information. It is difficult to make a quantitative analysis when the information disclosure work of local government in China is analyzed. Therefore, the analysis and Research on the issue of local government information disclosure still has a relatively one-sided and superficial defect.
