乡镇基层构建服务型政府的探讨

【摘要】：习近平总书记在党的十八大会议中指出:在实现我国治理能力和治理体系现代化的过程中,必须坚持服务型政府的构建,用服务的心态加强社会管理和社会治理,加强政府服务职能,提高公共服务的质量水平,将构建服务型政府作为我国政治体制改革的重要内容。服务型政府是为人民服务的政府,构建服务型政府已经成为经济社会发展的必然要求、有序推进政治体制改革的必然要求和新农村建设的必然要求。文章首先介绍了服务型政府的内涵。该部分主要论述了服务型政府的定义和相关内涵、构建服务型政府的相关依据、构建服务型政府的基本原则。其次,简要分析了当前乡镇基层政府运行状况。该部分主要从以下三个方面进行论述:乡镇基层构建服务型政府取得的成效、乡镇基层构建服务型政府中的问题、乡镇基层构建服务型政府中的差距。再次,分析了乡镇政府的结构。从乡镇政府的基本结构和基本职能入手,进一步分析了乡镇政府组织结构和服务能力,并指出了其中存在的问题。第四,论述了乡镇政府向服务型转变的必要性。乡镇政府向服务型转变是全面建设小康社会的需要、全面推进政治体制改革的需要、适应形势发展要求、经济全球化发展要求。最后,论述了构建乡镇服务型政府的基本思路。构建乡镇服务型政府要实现从“管制型”到“服务型”的转变,明确乡镇政府职能转变的正确方向,推动乡镇政府的体制创新,保证公共服务供给的高效性。还要做到在法制前提下,科学地转变政府职能,要切实保证乡镇政府的高效运作,要提高服务意识,创新服务方式,提高服务。
[Abstract]:General Secretary Xi Jinping pointed out at the 18th National Congress of the Party: in the process of realizing the modernization of our governance capacity and governance system, we must adhere to the construction of a service-oriented government and strengthen social management and social governance with the mentality of service. To strengthen the government service function and improve the quality of public service, the construction of service-oriented government is regarded as the important content of the political system reform in our country. Service-oriented government is the government that serves the people. The construction of service-oriented government has become the inevitable requirement of economic and social development, the inevitable requirement of orderly promoting the political system reform and the inevitable requirement of the construction of new countryside. The article first introduces the connotation of service-oriented government. This part mainly discusses the definition and related connotation of service-oriented government, the relevant basis of constructing service-oriented government, and the basic principles of constructing service-oriented government. Secondly, the paper briefly analyzes the current state of the township government operation at the grass-roots level. This part is mainly discussed from the following three aspects: the effect of building service-oriented government at the grass-roots level in villages and towns, the problems in the construction of service-oriented government at the grass-roots level in villages and towns, and the gap between the construction of service-oriented government at the grass-roots level in villages and towns. Thirdly, the structure of township government is analyzed. Starting with the basic structure and functions of the township government, this paper further analyzes the organizational structure and service ability of the township government, and points out the existing problems. Fourthly, it discusses the necessity of transforming township government to service-oriented government. The transformation of township government to service type is the need of building a well-off society in an all-round way, promoting the reform of political system in an all-round way, adapting to the requirements of the development of the situation and the development of economic globalization. Finally, it discusses the basic ideas of constructing the township service-oriented government. In order to construct a service-oriented township government, it is necessary to realize the transformation from "control type" to "service type", clarify the correct direction of the transformation of township government functions, promote the system innovation of township government, and ensure the high efficiency of public service supply. Under the premise of legal system, we should change the government function scientifically, ensure the efficient operation of the township government, improve the service consciousness, innovate the service way and improve the service.
