我国农业产业化进程中地方政府职能研究

【摘要】：随着经济社会的深刻变革,我国经济产业结构在不断调整,在这之中农业作为三大产业之一,不仅为第二产业和第三产业的发展提供物质保障,而且农业自身也搭乘政策的春风,迎来了农业产业化发展的新生机。由于农业性质的重要性和特殊性,农业产业化的发展必然离不开政府的扶持,尤其是地方政府的扶持。地方政府面对农业产业化发展的新形势,采取提供地方农业公共产品、开展农业科技下乡活动等一系列实际行动,为农业产业化的发展创造更好的政策环境、技术环境和财政环境。但是值得注意的是,虽然地方政府为农业产业化的发展进行了积极的探索实践、采取了切实有效的行动,但是在推进农业产业化的进程中也暴露出来许多问题,例如地方政府过度行政干预当地农业产业化的发展、地方政府在服务农业产业化的相关政策上制定不到位等等。通过分析地方政府在推进农业产业化进程中存在问题的原因,提出相应的对策不仅可以指导地方政府更好的作为,同时也为我国农业产业化的优化转型升级提供帮助。本文分为四章。第一章为绪论,介绍了论文选题的研究背景及意义和国内外研究现状,综述了本论文的主要研究内容和研究方法。第二章阐述了农业产业化、地方政府、农业产业化中的地方政府职能的相关概念,归纳了农业产业化进程中地方政府职能的理论基础,厘清研究起点。第三章介绍了我国农业产业化进程中地方政府职能发挥的现状,分析了地方政府在推进农业产业化进程中存在的问题以及对存在问题的原因分析。第四章在前文研究的基础上提出了我国农业产业化进程中强化地方政府职能的对策。
[Abstract]:With the profound transformation of economy and society, the economic industrial structure of our country is constantly adjusting. Agriculture, as one of the three major industries, not only provides material guarantee for the development of the secondary industry and the tertiary industry. And agriculture itself also riding the spring breeze of policy, ushered in the new vitality of agricultural industrialization development. Because of the importance and particularity of agricultural nature, the development of agricultural industrialization must depend on the support of government, especially the support of local government. In the face of the new situation of the development of agricultural industrialization, local governments have taken a series of practical actions, such as providing local agricultural public goods and carrying out agricultural science and technology activities to go to the countryside, so as to create a better policy environment for the development of agricultural industrialization. Technical and financial environment However, it is worth noting that, although the local governments have carried out active exploration and practice for the development of agricultural industrialization and taken practical and effective actions, many problems have also been exposed in the process of promoting agricultural industrialization. For example, the local government's excessive administration interferes with the development of the local agricultural industrialization, and the local government does not make the relevant policies to serve the agricultural industrialization. By analyzing the causes of the problems existing in the process of promoting the agricultural industrialization, the corresponding countermeasures can not only guide the local governments to do better, but also provide help for the optimization, transformation and upgrading of the agricultural industrialization in our country. This paper is divided into four chapters. The first chapter is the introduction, which introduces the research background and significance of the topic and the current research situation at home and abroad, and summarizes the main research content and research methods of this paper. The second chapter expounds the related concepts of agricultural industrialization, local government and the function of local government in agricultural industrialization, summarizes the theoretical basis of the function of local government in the process of agricultural industrialization, and clarifies the starting point of research. The third chapter introduces the present situation of the function of the local government in the process of agricultural industrialization in China, and analyzes the problems existing in the process of promoting the agricultural industrialization and the reasons for the problems. The fourth chapter puts forward the countermeasures to strengthen the function of local government in the process of agricultural industrialization on the basis of the previous research.
