资源依赖视角下非营利组织与政府合作机制研究

【摘要】：改革开放以来,伴随着经济的快速发展,人民的物质生活水平有了极大地提高,伴随着物质水平的提升的同时,是人们对于精神层面需求的发展。人民的思想活动的独立性、选择性、多变性、差异性明显增强,社会结构、社会组织的形式以及社会利益格局发生着深刻的变化,社会公共问题日益增多并且这些问题的相互依赖性也在增强,使得政府的不可治理性也越来越明显。在这种背景下,中国的非营利组织迎来了快速发展的时期。各类不同功能的非营利组织应运而生,共同为社会大众提供优质的社会服务与公共物品。进入20世纪90年代以来,人们的关注焦点不再是政府,而是政府以外的社会力量,希望通过培育国家以外的自主性的社会力量,从而改善社会治理和公共服务的现状。在党的十八大报告中明确提出,加快推进社会管理创新的探索,要加强社会组织建设发挥基层各类组织协同作用,实现政府管理和基层民主有机结合。因此,这也从政策上给予非营利组织与政府之间相互合作提供了机会。而从目前来看,政府在与非营利组织的交往过程中,特别是涉及到资源交换与合作关系构建的过程中,政府的选择作用往往会显示出非常明显的喜好的偏向性。而这直接导致了政府对于不同的非营利组织有着不同的合作态度和合作积极性,大部分的民间非营利组织无法参与到与政府的合作机制中,或者是即便是达成了与政府的合作,也无法做到类似于官办型非营利组织所能够取得的那些优厚的资源条件。但是,随着新媒体的出现,一些民间草根非营利组织以及基于社交网络出现的新型非营利组织都展现出了强大的能量,不仅促进了原有的非营利组织的进一步改革和创新,同时也生成了新兴一类的非营利组织形式,这类组织对社会提供大有裨益的公共服务。因此,政府是否应当与非营利组织构建合作机制,以及如何与之构建合作机制将是本文所要研究指出。
[Abstract]:Since the reform and opening up, with the rapid development of the economy, the people's material living standard has been greatly improved, along with the material level of the improvement, at the same time, it is the development of people's spiritual needs. The independence, selectivity, variability and diversity of the people's ideological activities have undergone profound changes in the social structure, the form of social organization and the pattern of social interests. The increasing number of social public problems and the increasing interdependence of these problems make the irgovernability of government more and more obvious. In this context, China's non-profit organizations ushered in a period of rapid development. All kinds of non-profit organizations with different functions come into being to provide high-quality social services and public goods to the public. Since the 1990s, the focus of attention is no longer the government, but the social forces outside the government, hoping to improve the current situation of social governance and public service by cultivating independent social forces outside the country. In the report of the 18th National Congress of the Communist Party of China, it was clearly pointed out that in order to speed up the exploration of social management innovation, it is necessary to strengthen the construction of social organizations and bring into play the synergistic role of all kinds of organizations at the grass-roots level, so as to realize the organic integration of As a result, it also provides a policy opportunity for non-profit organizations to cooperate with governments. At present, in the process of communication between the government and non-profit organizations, especially in the process of resource exchange and cooperative relationship construction, the choice of government often shows a very obvious preference bias. This directly results in the government having different cooperative attitudes and enthusiasm for different non-profit organizations. Most of the non-governmental non-profit organizations are unable to participate in the cooperation mechanism with the government, or even if they have reached cooperation with the government, Nor can they achieve the kind of generous resources that state-run non-profit organizations can obtain. However, with the emergence of new media, some non-governmental grass-roots non-profit organizations and new non-profit organizations based on social networks have shown strong energy, not only to promote the original non-profit organizations to further reform and innovation. At the same time, a new kind of non-profit organization is formed, which provides great public service to the society. Therefore, whether the government should build a cooperative mechanism with non-profit organizations, and how to build a cooperative mechanism with it, will be pointed out in this paper.
