迁安城市贫困人口社会救助问题研究

【摘要】：作为一个以钢铁产业为支柱产业的工业城市,迁安市经济发展迅速,然而,经济的发展并没有使城市贫困问题得到根本性的解决,迁安城市贫困人口数量仍在不断增加,以城镇居民最低生活保障制度为核心的社会救助体系在运行过程中也存在许多问题,城市贫困问题已经成为构建“和谐迁安”进程中的一个重要问题。社会救助作为保障困难群体的基本生存权利的一项制度,是整个社会保障体系的“最后一道防线”。本文通过对迁安城市贫困人口的现状进行分析,引出了对迁安市现行社会救助制度在运行过程中存在问题的探讨,最后就完善迁安城市贫困人口社会救助工作提出了具体建议。首先,本文介绍了国内外有关社会救助研究的概况,并在此基础上,进一步研究了有关贫困与社会救助的相关理论。根据迁安城市贫困人口的问卷调查实证分析结果,对迁安城市贫困人口的生存现状进行了分析,并以问卷调查所得的原始数据为基础,运用Logistic二元回归分析对目前迁安城市贫困人口的致贫原因进行了实证分析,找出了导致迁安城市家庭贫困的主要因素。其次,分析了当前迁安城市贫困人口社会救助的现状,通过阐述迁安城市贫困人口各项具体的救助政策,并与当前城市贫困群体的生存现状进行比较分析,指出了目前迁安城市贫困人口的社会救助工作所存在的一般性问题,与此同时,也指出了现行的医疗救助、教育救助和就业救助等各专项救助政策也存在具体问题。最后,本文在实证分析的基础之上,根据迁安市城市贫困人口的实际情况,结合现行的城市贫困人口社会救助政策,对进一步完善迁安市贫困人口救助体系提出了具体的对策建议。
[Abstract]:As an industrial city with iron and steel industry as its pillar industry, Qianan City's economy has developed rapidly. However, the economic development has not fundamentally solved the problem of urban poverty, and the number of urban poor people in Qianan City is still increasing. There are also many problems in the operation of the social assistance system, which takes the minimum living security system of urban residents as the core. The problem of urban poverty has become an important issue in the process of constructing "harmonious relocation". As a system to guarantee the basic right of existence of the disadvantaged groups, social assistance is the "last line of defense" of the whole social security system. Based on the analysis of the present situation of the poor population in Qianan city, this paper discusses the problems existing in the operation of the current social assistance system in Qianan city, and finally puts forward some concrete suggestions on how to perfect the social assistance work for the poor population in Qianan city. Firstly, this paper introduces the general situation of the research on social assistance at home and abroad, and on this basis, further studies the related theories of poverty and social assistance. Based on the empirical analysis of the questionnaire survey of the urban poor population in Qianan, this paper analyzes the existing situation of the urban poor population in Qianan city, and based on the original data obtained from the questionnaire survey, This paper makes an empirical analysis of the causes of poverty among the urban poor in Qianan by using Logistic binary regression analysis, and finds out the main factors leading to the poverty of the families in Qianan. Secondly, this paper analyzes the current situation of social assistance to the urban poor in Qianan, and compares it with the existing situation of the poor in the city by expounding the specific relief policies of the urban poor in Qianan. This paper points out the general problems existing in the social assistance work for the urban poor in Qianan, and at the same time, points out that there are also concrete problems in various special relief policies, such as medical assistance, educational assistance and employment assistance. Finally, on the basis of empirical analysis, according to the actual situation of urban poor population in Qianan city, combined with the current social assistance policy of urban poor population, Put forward concrete countermeasures and suggestions to further improve the poverty relief system of Qianan City.
